Abstract:

Scholars have developed a large body of knowledge on the domestic underpinnings and effects of European integration. Students of the European Union (EU) have devoted considerable attention to the sources of citizen and party support for EU membership. This attention would suggest the presence of a dynamic process in which parties compete for votes by adopting stances on the EU, and citizens vote on the European issue. Evidence from the three new member states—Austria, Finland, and Sweden—shows that citizen attitudes about the EU affected vote choice in national elections in all three states before and after accession. This finding suggests the existence of an electoral dynamic between voters and parties over European integration, with mass publics having an important role in constraining future efforts at integration. Implications and directions for future research are discussed.

Abstract:

Abstract This article assesses developments in the first two years of the Trump presidency regarding implementation of the Affordable Care Act (ACA), with a focus on Medicaid policy. Trump administration officials relied on executive actions to chip away at various elements of the ACA and encouraged and granted state requests for waivers allowing work-requirements and other personal-responsibility rules for Medicaid beneficiaries. Governors and state attorneys general were actively involved in lawsuits that led to several federal court rulings blocking implementation of Medicaid work requirements as well as a ruling that re-opened the legitimacy of the entire ACA. Citizens and interest groups had a major impact at the ballot box by approving several ballot measures that expanded Medicaid in states where expansion was opposed by elected officials. These developments demonstrate how policy adjustments and disputes are worked out in the U.S. federal system in a polarized era, with Congress essentially a bystander and other institutions and actors coming to the fore and resulting in variable speed federalism characterized by different partisan trajectories of state implementation of national policies.

Abstract:

An important problem on the way to the development of e-democracy is to ensure citizens' confidence in electronic voting systems. Although there are many cases of implementation of such systems, in all cases, voters must take it on faith that the personnel serving the system will honestly and accurately perform the work. In other words, none of these systems provide voters with sufficient and understandable evidence that the secret of their votes cannot be revealed and the results of the vote count cannot be falsified. It is known that the systems in which citizens perform audits of all those procedures where fraudulent manifestations are possible, enjoy the indisputable trust of voters. Now such systems exist, but they do not use electronic voting. The purpose of this work is to prove and practical confirmation of the possibility of building a system of secret electronic voting on the public Internet with means available to voters for auditing all those processes that may cause distrust during voting. The principles of constructing e-voting systems are analyzed from the point of view of the possibility of ensuring the trust of citizens through complete openness for auditing selected software and hardware solutions. It was with the use of such solutions that the system was built, which was implemented at the Kiev National University of Construction and Architecture for the election of student representatives to the Student Self-Government Council. Also, this system is used to conduct secret voting at meetings of the Academic Council of the University online. An important practical result of this implementation is the elimination of cumbersome manual counting procedures. In the case of the meeting that took place on October 16, 2020, where the number of ballots was 53, although 53 out of 85 members of the Academic Council took part in the vote (six voted with paper ballots), the relief was tangible, because there were 2,491 fewer ballots in the ballot box. In addition, computerized counting is instant and error-free, and the presence of automated auditing eliminates the possibility for any software tampering or unauthorized personnel interference with the server. The main advantage, of course, is that conditions are created to protect against the spread of a viral infection and there is no need to stop the activities of the Scientific Councils during quarantine.

We document the significant support given by the Sicilian mafia to the Christian Democratic Party when the electoral competition by the Communist Party strengthened. Abstract:

Although California often receives national attention for its budgeting at the ballot box, virtually all states engage in some level of it because bonds and constitutional amendments involving fiscal matters require voter approval. These decisions can constrain the discretion of policy makers, often making it harder to adopt annual budgets. Despite these consequences, little scholarly attention has been paid to this phenomenon. This article investigates the factors that lead to initiative use on budgetary matters. Specifically, data on California initiatives that earmark revenue or cut taxes from 1948 to 2004 are used to estimate count models. The results show that divided government and party polarization are central factors in determining the number of initiatives on the ballot, but they have divergent effects on earmarks and tax cuts. These factors increase initiative earmarks, while they reduce tax-cut initiatives. Budget conditions also play a significant role in the frequency of these measures.

AbstractThe strengths and weaknesses of federalism have been debated for centuries. But one major possible advantage of building decentralization and limited government into a constitution has been largely ignored in the debate so far: its potential for reducing the costs of widespread political ignorance. The argument of this paper is simple, but has potentially important implications: Constitutional federalism enables citizens to “vote with their feet,” and foot voters have much stronger incentives to make well-informed decisions than more conventional ballot box voters. The informational advantage of foot voting over ballot box voting suggests that decentralized federalism can increase citizen welfare and democratic accountability relative to policymaking in a centralized unitary state.Ballot box voters have strong incentives to be “rationally ignorant” about the candidates and policies they vote on because the chance that any one vote will have a decisive impact on an electoral outcome is vanishingly small. For the same reason, they also have little or no incentive to make good use of the information they do possess. By contrast, “foot voters” choosing a jurisdiction in which to reside have much stronger incentives to acquire information and use it rationally; the decisions they make are individually decisive.

Commentary: The second Fiji General Election in 12 years, since the fourth coup in 2006, took place on 14 November 2018, and once again the key players were the three parties that gained seats in Parliament in the 2014 election. The three parties: FijiFirst, the incumbent government led by the 2006 coup leader Voreqe Bainimarama; the preeminent opposition, Social Democratic Liberal Party (SODELPA), whose leader was the instigator of the first two coups, Sitiveni Rabuka; and the National Federation Party (NFP) which was led by former University of the South Pacific economics academic Professor Biman Prasad. The 2018 election was widely seen as another sign of progress for Fiji’s fragile democracy and both the significant protagonists were former military commanders and coup leaders seemingly committed to democracy. The media remained cowed, a legacy of the 2010 Media Industry Development Decree (MIDD, 2010), giving rise to using other forms of media such as social media platforms, with Facebook being the most popular. This commentary reflects on the experience of a journalist on a postgraduate assignment to report on the 2018 election.

Abstract Partisan and ideological polarization have been major barriers to the implementation of the Affordable Care Act’s Medicaid expansion in Republican-controlled states. Scholars have referred to this situation as “fractious federalism,” with Republican state policymakers toeing the national party line in refusing to cooperate with a major policy initiative. In some cases, however, diverse advocacy coalitions have overcome fractious federalism to pass expansion legislation in deeply Republican states. More recently, such coalitions have resorted to ballot initiative campaigns as another means of overcoming such polarization, and won impressive victories in a series of “deep red” states. Drawing on forty-four interviews with people involved in expansion advocacy in eleven states, I report important insights on the formation and activities of these coalitions in both the legislative and ballot initiative eras of Medicaid expansion politics.

Abstract:

Over the summer month of August 2008, Georgia launched a large-scale military offensive against South Ossetia in an attempt of reconquering the territory. Four years later, on October 1, 2012, Georgia is holding its first Parliamentary Elections after the conflict that caused so much harm. The Parliamentary Elections constitute the 7th legislative elections held since Georgia’s independence from the Soviet Union in 1991. It is however the first time for Georgia to elect an alternative party from the ruling party solely based on principle of democratic vote. The article examines the almost ten years of President Saakashvili’s Administration. During this decade, Saakashvili’s United National Movement government realized many positive works. Works like the successful reform of police forces and the determined force-back of corruption. These liberating works were all eagerly welcomed by Europe and other western nations. However, in the apparent loss of sense of reality towards the end of its reign, Georgia’s United National Movement government turned to dictating and ordering as a main style of governing. This in turn pushed citizens away from Saakashvili’s politics into voting for the opposition. Unforeseen by even the most experienced Southern Caucasus and Georgia experts, Georgia’s 2012 Parliamentary Elections gave way to the opposition coalition Georgian Dream to sweep to victory, leaving President Saakashvili to ceded defeat. Despite President Saakashvili’s statement that he would go into opposition there has not been a complete paradigm shift in Georgia’s domestic politics. With the Georgian Dream’s failure to gain a constitutional majority and questions over the ideological compatibility of the coalition – along with the fact that United National Movement still has the greatest representation in Parliament relative to the other parties, Saakashvili and his supporters keep hold to substantial political leverage. Also, Saakashvili will remain President until the October 2013 election. His opponent, Prime Minister Ivanishvili is expected to manifest himself, bringing in a less contentious, more pragmatic approach to relations with the country’s giant neighbour to the north. Overall, it can be said that Georgia’s unrivalled ballot-box transfer of power elevated the country to a category fundamentally higher in terms of democratic development than virtually all other post-Soviet states. This has been the more remarkable even since Georgia had been widely cited as an example case of a failed state, with a destroyed infrastructure and economy, dysfunctional state institutions and something approaching anarchy as its governance model. The impact of the ongoing reform of Georgia’s constitution and electoral law has lead to major shifts in Georgia’s political landscape. However, opinions vary as to whether the farsighted amendments made to the Georgian constitution on the initiative of the United National Movement are a genuine attempt to improve the country’s system of governance or that they rather are an effort by the incumbent president to cling on to power. The adoption of the amendments and the timing of their entry into force strongly suggest that the latter might be the case. Meanwhile, as a result of the changes to the Georgian constitution, a system of dual power has come in place. These and other factors suggest that Georgia’s political landscape is set to become more predictable. The article examines the degree to which this can be held true. In the streets of Tbilisi, hundred days into the reign of the new government, there is an air of optimism amongst the people. This holds especially true when it comes to youth. The hope is that the Georgian Dream becomes a Georgian reality. The disappointment otherwise might be shattering. In spring 2013, the new leadership offers new opportunities for Georgia. It can improve its democratic system and economic growth and establish a dialogue with Russia and the breakaway districts of Abkhazia and South Ossetia. This would alleviate the frozen conflict and tense security dilemma’ on the Administrative Boundary Lines. Yet, if the transition of power does not go well, there will be prolonged power struggles that could cripple the policy making and cast Georgia back to pre-Saakashvili times. The article addresses the overall question whether the smooth transfer of power Georgia achieved after October’s election sets a standard for democracy in the region depending on whether the new government can strengthen the independence and accountability of state institutions in what remains a fragile, even potentially explosive political climate. The victory of the Georgian Dream Coalition over the United National Movement has brought pluralism into Georgian policymaking. However this political pluralism also includes that awkward dual powers; Georgia’s good cop and bad cop.

Ghana opened a new chapter in its checkered political history when in December 2000 the ruling National Democratic Congress (NDC) was removed from office by means of the ballot box. The New Patriotic Party (NPP) won half the parliamentary seats and its presidential candidate, John A. Kufuor, triumphed with something to spare in the second round of balloting. The article tests whether the personality of candidates – in terms of their Big Five (extraversion, agreeableness, conscientiousness, emotional stability, and openness) and Dark triad (narcissism, psychopathy, and Machiavellianism) – is associated with their electoral results. Via a novel dataset based on expert ratings for 122 candidates having competed in 55 recent national elections worldwide, and controlling for several covariates, results show that a better performance at the ballot box is associated with high conscientiousness, openness to experience and psychopathy. Extraversion is negatively associated with better results. Analyses also reveal profile effects; extraversion is linked to worse results especially for incumbents and younger candidates, conscientiousness and narcissism are associated with better results especially for candidates on the right-hand side of the ideological spectrum, and openness is associated with better results for male candidates.

ABSTRACTAn emerging consensus suggests that women are underrepresented in government because of biases in the recruitment process instead of biases at the ballot box. These results, however, are largely for legislative offices, and research suggests that “male” characteristics are generally associated with executive positions like the presidency. At the same time, some research demonstrates social desirability masks gender biases against women who seek the highest office in the land. We use the historic candidacy of Hillary Clinton to examine if she faces hidden biases in either the primaries or the general election. Two different methods for uncovering hidden biases embedded in national surveys demonstrate small hidden biases that are likely electorally inconsequential.

Abstract Is there a winning formula when it comes to individual success in contemporary politics? In this article, I analyse self-report data on the Basic Human Values (Schwartz, 1994, Journal of Social Issues, 50, 19–45) of 106 national politicians in the UK to examine the impact of these individual characteristics on three alternative political outcomes: the size of a candidate’s electoral majority, their longevity as an elected representative and their progression (or not) to frontbench office. On the one hand, it seems that the values of individual politicians make very little impact on their electoral performance at the ballot box. On the other hand, politicians’ values seem to impact on both their ability to hold on to office once elected and in turn to make in-role career progression.

Abstract:

What explains the cross-national variation in inflation rates across countries? In contrast to most literature, which emphasizes the role of ideas and institutions, this article focuses on electoral politics and argues that aging leads to lower inflation rates. Countries with a larger share of elderly exhibit lower inflation because older people are both more inflation averse and politically powerful, forcing parties seeking their votes to pursue lower inflation. Logistic regression analysis of survey data confirms that older people are more inflation averse and more likely to punish incumbents at the ballot box for inflation. Panel data regression analysis shows that social democratic parties have more economically orthodox manifestos in European countries with more elderly people, and that the share of elderly is negatively correlated with inflation in both a sample of 21 advanced economies and a larger sample of 175 countries. Aging therefore pushes governments to pursue lower inflation.

Abstract:

The Modern Western state is characterized by unmediated individual access to wellness, health, safety and liberal human rights. The Newtonian conception of space and time makes formal room for a discursive public area with the citizen and the public institutes in the margin, while participation and ethical responsibility is a prejudice of good citizenship. It is a necessary condition of consistency and coherence of the nation. To date, global migration and multiculturalism threaten those necessary basic conditions of Western states´ political equilibrium. To challenge the actual global phenomena national states transform into virtual places of fear dominated by cybernetics, digital bureaucracy while citizen’s identity is mirrored by the efficiency and unisexual beauty ideal of cyborgs. The substantive conception of technology is government’s tool box to realize the cyberstate while citizen reduce to “cytizen”.In order to escape from this global grey, we propose a different conception of space and time namely the Leibnizian conception of pluralistic independent participating worlds. Moreover, we modify Leopold’s Land-Ethics by introducing the transpersonal identification claim of Warwick Fox inside the common Land so-called eco-homeland while the care for the foreigner serves as paradigmatic core attitude to all participants of the eco-homeland. So we constitute a common eco-refuge, similar to the ideas of Bookchin´s eco- anarchistic ideas but avoiding his dialectic ideal conception of the Land and its participants.

Abstract:

The health of any democratic system depends on political ambition to generate a steady supply of quality candidates for office. Because most models of candidate entry assume ambition rather than model it, previous research fails to understand its roots in individual and institutional characteristics. We develop a two-stage model of progressive behavior that distinguishes between the formation of ambition for higher office and the decision to enter a particular race. Using data from a survey of state legislators, we demonstrate that the intrinsic costs and benefits associated with running for and holding higher office shape ambitions but do not influence the decision to run. For progressively ambitious legislators, the second-stage decision is a strategic choice aboutwhento run rather thanwhetherto run. Our research highlights how institutional characteristics that foster progressive ambition also increase the likelihood that national or local political conditions will be translated into meaningful choices at the ballot box.

Abstract:

In this paper a Digital Terrestrial Television (DTT) based voting system is presented. This electronic voting technology allows disabled users to cast their vote from home by using common well-known devices. The needed equipment are a TV set, a Set Top Box (STB) with its remote control and a telephone line. The complete infrastructure consists of an MHP (Multimedia Home Platform) application that acts as a client application, a server application that acts as a network/counting server for e-voting, and a security protocol based on asymmetric key encryption to ensure authentication and secrecy of the vote. The MHP application is broadcasted by a certified (e.g., national) TV channel that grants its originality. The user needs a smart card issued by a national authority and to sign the encrypted ballot. The voter can browse the application by acting on the STB remote control. The server application is in charge to verify user identity, to gather and store user’s encrypted ballots and finally to count votes. The communication between the client application and the server takes place by means of a secured channel (using HTTPS) while the voting operations are secured with the help of asymmetric keys encryption.

Abstract:

In recent years, antidemocratic behavior has rippled across the nation. Lame-duck state legislatures have stripped popularly elected governors of their powers; extreme partisan gerrymanders have warped representative institutions; state officials have nullified popularly adopted initiatives. The federal Constitution offers few resources to address these problems, and ballot-box solutions cannot work when antidemocratic actions undermine elections themselves. Commentators increasingly decry the rule of the many by the few. This Article argues that a vital response has been neglected. State constitutions embody a deep commitment to democracy. Unlike the federal Constitution, they were drafted—and have been repeatedly rewritten and amended— to empower popular majorities. In text, history, and structure alike, they express a commitment to popular sovereignty, majority rule, and political equality. We shorthand this commitment the democracy principle and describe its development and current potential. The Article’s aims are both theoretical and practical. At the level of theory, we offer a new view of American constitutionalism, one in which the majoritarian commitment of states’ founding documents complements the antimajoritarian tilt of the national document. Such complementarity is an unspoken premise of the familiar claim that the federal Constitution may temper excesses and abuses of state majoritarianism. We focus on the other half of the equation: state constitutions may ameliorate national democratic shortcomings. At the level of practice, we show how the democracy principle can inform a number of contemporary conflicts. Reimagining recent cases concerning electoral interference, political entrenchment, and more, we argue that it is time to reclaim the state constitutional commitment to democracy.

Abstract:

The inhabitants of the overseas departments and collectivities of France have, of late, been reconsidering their relationships both to each other and to the former imperial metropole. In 2011 Mayotte, previously classified as an overseas collectivity, acceded to full French and European status as an overseas department of France following a referendum. This decision to, in the words of the social scientist François Taglioni, further ‘anchor’ the island in the republic has commonly been understood as a pragmatic decision as much as an ideological one. It was a way of distancing Mayotte from the political turmoil in neighbouring independent Comoros, as well as an indicator of the improbability of a small island nation achieving full sovereignty in a multipolar, resource hungry world. The narrative that self-determination must necessarily be obtained through national independence is still prevalent in the language of certain independence movements, including that of the Kanak people of New Caledonia. But it has been repeatedly tested at the ballot box, not least in November 2018 when New Caledonians voted in a referendum on their constitutional future. This referendum – and the further two due to follow it before 2022 – will be observed with interest by other self declared nations in waiting. Some anticipate, not a reclaiming of local sovereignty in the event of independence, but rather a transferral of economic hegemony from France to China, a prospect hinted at by Emmanuel Macron during a visit to Nouméa in 2018. However, the demographic minority status of the Kanak people whom the independentist Kanak and Socialist Liberation Front (Front de libération nationale kanak et socialiste;FLNKS) claims to represent, coupled with divisions within the movement, means it is very hard to predict the contours of a future independent New Caledonian state.

Purpose The purpose of this paper is to examine two significant political advertising campaigns which used the “It’s Time” slogan and to reflect on how these related to official, popular and commercial nationalism in Australia. The paper is primarily concerned with two main issues: identifying and examining the variety of images of Australia in two key television advertisem*nts, and exploring the methods by which advertising agencies created positive images of Australia and Australians in the two campaigns. It specifically highlights the significance of the “It’s Time” campaign, which is relevant for scholars and advertisers seeking to understand effective political communication. Design/methodology/approach This paper examines television advertisem*nts by using semiotics as the principal methodology. The research methodology devised for the advertisem*nts consists of two main components: a shot combination analysis, also known as a shot-by-shot analysis, and a semiological reading of the visual and acoustic channels of the advertisem*nt. Findings This paper examines the use of commercial nationalism in television advertising. As one of many social and cultural influences, advertisem*nts assist the individual in understanding their notion of themselves and their relationship with the wider community – be it local, national, regional or global. The primary focus of this research is the phenomenon of commercial nationalism – the adoption of national signifiers in the marketplace. However, by examining the more general discourse on nationalism, particularly the voice of official nationalism – the promotion of nationalism by the nation-state (or those aspiring to power), the symbiotic relationship between these two complementary brands of nationalism is explored. Originality/value The methodology adopted for analysing the two political advertising campaigns offers conceptual and practical value. It provides a consistent set of terms and concepts for further research to build upon. The paper provides insights for the marketing or examination of advertising campaigns. The paper demonstrates the power of market research to inform a framing strategy for a political campaign. The paper contributes to the body of knowledge in this area and thus society’s understanding of these important periods in the nation’s history. In particular, the paper provides an exploration into the “It’s Time” campaign and how it mobilised a broader cultural awakening to engineer success at the ballot box in 1972. The two case studies examined in this paper are relevant to political scientists and media and communication scholars.

This issue of M/C Journal asks what’s your vote worth? And what does citizenship mean now? These questions are pressing, not only for the authors and editors of this special issue, but for anyone who contends with the challenges and opportunities presented by the relationship of the individual to the modern state, the difficulty and necessity of effecting change in our polities, and the needs of individuals and communities within frameworks of unequally representative democracies. And we think that’s pretty well all of us. Talk of voting and citizenship also raise further questions about the relationship of macro-level power politics to the mundane sphere of our everyday lives. Voting is a decision that is decidedly personal, requiring the seclusion of the ballot-box, and in Australia at least, a personal inscription of one’s choice on the ballot paper. It’s an important externalisation of our private thoughts and concerns, and it links us, through our nominated representative, to the machinery of State. Citizenship is a matter of rights and duties, and describes all that we are able or expected to do in our relationship with the State and in our membership of communities, however these defined. Our level of activity as citizens is an expression of our affective relationship with State and community – the political volunteerism of small donations and envelope-stuffing, the assertions of protest, membership in unions, parties or community groups are all ways in which our mundane lives link up with tectonic shifts in national, even global governance. Ever since the debacle of the 2000 US presidential election, there has been intensified debate about the effects of apathy, spin and outright corruption on electoral politics. And since the events of the following September, citizens’ rights have been diminished and duties put on something of a war footing in Western democracies, as States militarise in the face of ‘terror’. (“Be alert, not alarmed”). Branches of cultural theory and political science have redoubled their critique of liberal democracy, and the communicative frameworks that are supposed to sustain it, with some scholars presenting voting as a false choice, political communication as lies, and discourses of citizenship as a disciplinary straightjacket. But recent events have made the editors, at least, a little more optimistic. During the time in which we were taking submissions for this special, double issue of M/C Journal, the citizens of Australia voted to change their Federal Government. After 11 years the John Howard-led Liberal Government came to an end on 23 November, swept aside in an election that cost the former PM his own seat. Within a few weeks the new Labor Prime Minister, Kevin Rudd had, on behalf of the nation, ratified the Kyoto protocol on climate change, apologised to the indigenous ‘stolen generation’ who had been taken from their parents as part of a tragically misconceived project of assimilation, and was preparing to pull Australian combat troops out of Iraq. Australia’s long-delayed Kyoto decision was being tipped at the time of writing as an additional pressure the next US president could not possibly ignore. If the Americans sign up, pressure might in turn build on other big emitters like China to find new solutions to their energy needs. Pulling out of Iraq also left the US looking more isolated still in that seemingly interminable occupation. And the apology, though not enough on its own to overcome the terrible disadvantage of Aboriginal people, made front pages around the world, and will no doubt encourage indigenous peoples in their separate, but related struggles. After so many years of divisive intransigence on these and many other issues, after a decade in which the outgoing Government made the country a linchpin of an aggressive, US-led geopolitics of conflict, change was brought about by a succession of little things. Things like the effect on individuals’ relationships and happiness of a new, unfavourable balance in their workplace. Things like a person’s decision to renounce long-standing fears and reassurances. Things like the choices made by people holding stubby pencils in cardboard ballot boxes. These things cascaded, multiplied, and added up to some things that may become bigger than they already are. It was hard to spot these changes in the mundanity of Australia’s electoral rituals – the queue outside the local primary school, the eye-searing welter of bunting and how-to-vote cards, the floppy-hatted volunteers, and the customary fund-raising sausage-sizzle by the exit door. But they were there; they took place; and they matter. The Prime Minister before Howard, Paul Keating, had famously warned the voters off his successor during his losing campaign in 1996 by saying, at the last gasp, that ‘If you change the Prime Minister, you change the country’. For Keating, the choice embodied in a vote had consequences not just for the future of the Nation, but for its character, its being. Keating, famously, was to his bones a creature of electoral politics – he would say this, one might think, and there are many objections to be made to the claim that anything can change the country, any country, so quickly or decisively. Critical voices will say that liberal democracy really only grafts an illusion of choice onto what’s really a late-capitalist consensus – the apparent changes brought about by elections, and even the very idea of popular or national sovereignties are precisely ideological. Others will argue that democratic elections don’t qualify as a choice because there is evidence that the voters are irrational, making decisions on the basis of slender, or incorrect information, and as a result they often choose leaders that do not serve their interests. Others – like Judith Brett in her latest Quarterly Essay, “Exit Right” – argue that any talk of election results signifying a change in ‘national mood’ belies the fact that changes of government usually reflect quite small overall changes in the vote. In 2007, for example, over 46% of the Australian electorate voted for another Howard term, and only a little over 5% of us changed our minds. There is something to all of these arguments, but not enough to diminish the acts of engaged, mundane citizenship that underpinned Australia’s recent transformation. The Australian Council of Trade Unions’ ‘Your Rights at Work’ campaign, which started in 2006, was a grassroots effort to build awareness about the import of the Howard Government’s neoliberal industrial relations reform. As well as bringing down the Government, this may have given Australia’s labour movement a new, independent lease of life. Organisations like GetUp also mobilised progressive grassroots activism in key electorates. Former ABC journalist Maxine McKew, the high profile Labor challenger in Howard’s seat of Bennelong, was assisted by an army of volunteer workers. They letterboxed, doorknocked and answered phones for weeks and were rewarded with the unseating of the Prime Minister. Perhaps what Keating should have said is, ‘by the time you change the Prime Minister, the country already has’. By the time the community at large starts flexing its muscles of citizenship, the big decisions have already been collectively made. In the media sphere too, there was heartening evidence of new forms of engagement. In the old media camp, Murdoch’s The Australian tried to fight a rear-guard campaign to maintain the mainstream media as the sole legitimate forum for public discussion. But its commentaries and editorials looked more than ever anachronistic, as Australia’s increasingly mature blogosphere carried debate and alternative forms of reporting on the election right throughout the year leading up to the long campaign. Politicians too made efforts to engage with participatory culture, with smart uses of Facebook, MySpace and blogs by some leading figures — and a much-derided intervention on YouTube by John Howard, whose video clip misguidedly beginning with the words ‘Good morning’ served as an emblem for a government whose moment had passed. There is evidence this year that America is changing, too, and even though the current rise of Barack Obama as a presidential contender may not result in victory, or even in his nomination, his early successes give more grounds for hope in citizenship. Although the enthusiastic reception for the speeches of this great political orator are described by cynics as ‘creepy’ or ‘cultish’, there are other ways of reading it. We could say that this is evidence of a euphoric affective reinvestment in the possibility of citizenship, and of voting as an agent for change — ‘Yes we can’ is his signature line. The enthusiasm for Obama could also simply be the relief of being able to throw off the defensive versions of citizenship that have prevailed in recent years. It could be that the greatest ‘hope’ Obama is offering is of democratic (and Democratic) renewal, a return to electoral politics, and citizenship, being conducted as if they mean something. The mechanics of Obama’s campaign suggest, too, that ordinary acts of citizenship can make a difference when it comes to institutions of great power, such as the US Presidency. Like Howard Dean before him, Obama’s campaign resourcing is powered by myriad, online gifts from small donors – ordinary men and women have ensured that Obama has more money than the Democrat-establishment Clinton campaign. If nothing else, this suggests that the ‘supply-chain’ of politics is reorienting itself to citizen engagement. Not all of the papers in this issue of M/C Journal are as optimistic as this introduction. Some of them talk about citizenship as a means of exclusion – as a way of defining ‘in’ and ‘out’ groups, as a locus of paranoia. Some see citizenship as heterogenous, and that unequal access to its benefits is a deficit in our democracy. The limits to citizenship, and to the forms of choice that liberal democracy allows need to be acknowledged. But we also need to see these mundane acts of participation as a locus of possibility, and a fulcrum for change. Everyday acts of democracy may not change the country, but they can change the framework in which our conversations about it take place. Indeed, democracy is both more popular and less popular than ever. In our feature article, Brian McNair explores the ‘democratic paradox’ that, on the one hand, democracy spread to 120 countries in the twentieth century while, on the other hand, voter participation in the more established democracies is falling. While rightly cautioning against drawing too neat an equivalence between X Factor and a general election, McNair considers the popularity of voting in participatory TV shows, noting that people will indeed vote when they are motivated enough. He asks whether the evident popularity of voting for play purposes can be harnessed into active citizenship. Melissa Bellanta questions the use of rhetoric of ‘democracy’ in relation to participatory media forms, such as voting in reality TV competitions or in online polls. Bellanta shows how audience interaction was central to late-nineteenth century popular theatre and draws provocative parallels between the ‘voting’ practices of Victorian theatre audiences and contemporary viewer-voting. She argues that the attendant rhetoric of ‘democracy’ in such interactions can divert our attention from the real characteristics of such behaviour. Digital artist xtine explores a ‘crisis of democracy’ created by tensions between participation and control. She draws upon, on the one hand, Guattari’s analysis of strategies for social change and, on the other, polemical discussions of culture jamming by Naomi Klein, and by Adbusters’ founder Kalle Lasn. Her paper introduces a number of Web projects which aim to enable new forms of local consumption and interaction. Kimberley Mullins surveys the shifting relationships between concepts of ‘public’ and ‘audience’. She discuses how these different perspectives blur and intertwine in contemporary political communication, with voters sometimes invoked as citizens and sometimes presented with entertainment spectacles in political discourse. Mark Hayward looks at the development of global television in Italy, specifically the public broadcaster RAI International, in light of the changing nature of political institutions. He links changes in the nature of the State broadcaster, RAI, with changes in national institutions made under the Berlusconi government. Hayward sees these changes as linked to a narrowing conception of citizenship used as a tool for increasingly ethno-centric forms of exclusion. Panizza Allmark considers one response to the 7 July 2005 bombings in London – the “We’re not afraid” Website, where Londoners posted images of life going on “as normal” in the face of the Tube attacks. As Allmark puts it, these photographs “promote the pleasures of western cultural values as a defense against the anxiety of terror.” Paradoxically, these “domestic snapshots” work to “arouse the collective memory of terrorism and violence”, only ambiguously resolving the impact of the 7 July events. This piece adds to the small but important literature on the relationship between photography, blogging and everyday life. James Arvanitakis’s piece, “The Heterogenous Citizen: How Many of Us Care about Don Bradman’s Average” opens out from a consideration of Australia’s Citizenship Test, introduced by the former government, into a typology of citizenship that allows for different versions of citizenship, and understandings of it “as a fluid and heterogenous phenomenon that can be in surplus, deficit, progressive and reactionary”. His typology seeks to open up new spaces for understanding citizenship as a practice, and as a relation to others, communities and the State. Anne Aly and Lelia Green’s piece, “Moderate Islam: Defining the Good Citizen”, thinks through the dilemmas Australian Muslims face in engaging with the broader community, and the heavy mediation of the state in defining the “good”, moderate Muslim identity in the age of terror. Their research is a result of a major project investigating Australian Muslim identity and citizenship, and finds that they are dealt with in media and political discourse through the lens of the “clash” between East and West embodied on the “war on terror”. For them, “religion has become the sole and only characteristic by which Muslims are recognised, denying them political citizenship and access to the public spaces of citizenship.” Alex Burns offers a critical assessment of claims made, and theories advanced about citizen media. He is skeptical about the definitions of citizenship and journalism that underpin optimistic new media theory. He notes the need for future research the reevaluates citizen journalism, and suggests an approach that builds on rich descriptions of journalistic experience, and “practice-based” approaches. Derek Barry’s “Wilde’s Evenings” offers a brief overview of the relationships between citizen journalism, the mainstream media and citizenship, through the lens of recent developments in Australia, and the 2007 Federal election, mentioned earlier in this introduction. As a practitioner and observer, Derek’s focus is on the status of citizen journalism as political activism, and whether the aim of citizen journalism, going forward, should be “payment or empowerment”. Finally, our cover image, by Drew, author of the successful Webcomic toothpastefordinner.com, offers a more sardonic take on the processes of voting and citizenship than we have in our introduction. The Web has not only provided a space for bloggers and citizen journalists, but also for a plethora of brilliant independent comic artists, who not only offer economical, mordant political commentary, but in some ways point the way towards sustainable practices in online independent media. Toothpastefordinner.com is not exclusively focused on political content, but it is flourishing on the basis of giving core content away, and subsisting largely on self-generated merchandise. This is one area for future research in online citizen media to explore.The tension between optimistic and pessimistic assessments of voting, citizenship, and the other apparatuses of liberal democracy will not be going anywhere soon, and nor will the need to “change the country” once in awhile. Meanwhile, the authors and editors of this special edition of M/C Journal hope to have explored these issues in a way that has provoked some further thought and debate among you, as voters, citizens and readers. Some see citizenship as heterogenous, and that unequal access to its benefits is a deficit in our democracy. The limits to citizenship, and to the forms of choice that liberal democracy allows need to be acknowledged. But we also need to see these mundane acts of participation as a locus of possibility, and a fulcrum for change. Everyday acts of democracy may not change the country, but they can change the framework in which our conversations about it take place. Indeed, democracy is both more popular and less popular than ever. In our feature article, Brian McNair explores the ‘democratic paradox’ that, on the one hand, democracy spread to 120 countries in the twentieth century while, on the other hand, voter participation in the more established democracies is falling. While rightly cautioning against drawing too neat an equivalence between X Factor and a general election, McNair considers the popularity of voting in participatory TV shows, noting that people will indeed vote when they are motivated enough. He asks whether the evident popularity of voting for play purposes can be harnessed into active citizenship. Melissa Bellanta questions the use of rhetoric of ‘democracy’ in relation to participatory media forms, such as voting in reality TV competitions or in online polls. Bellanta shows how audience interaction was central to late-nineteenth century popular theatre and draws provocative parallels between the ‘voting’ practices of Victorian theatre audiences and contemporary viewer-voting. She argues that the attendant rhetoric of ‘democracy’ in such interactions can divert our attention from the real characteristics of such behaviour. Digital artist xtine explores a ‘crisis of democracy’ created by tensions between participation and control. She draws upon, on the one hand, Guattari’s analysis of strategies for social change and, on the other, polemical discussions of culture jamming by Naomi Klein, and by Adbusters’ founder Kalle Lasn. Her paper introduces a number of Web projects which aim to enable new forms of local consumption and interaction. Kimberley Mullins surveys the shifting relationships between concepts of ‘public’ and ‘audience’. She discuses how these different perspectives blur and intertwine in contemporary political communication, with voters sometimes invoked as citizens and sometimes presented with entertainment spectacles in political discourse. Mark Hayward looks at the development of global television in Italy, specifically the public broadcaster RAI International, in light of the changing nature of political institutions. He links changes in the nature of the State broadcaster, RAI, with changes in national institutions made under the Berlusconi government. Hayward sees these changes as linked to a narrowing conception of citizenship used as a tool for increasingly ethno-centric forms of exclusion. Panizza Allmark considers one response to the 7 July 2005 bombings in London – the “We’re not afraid” Website, where Londoners posted images of life going on “as normal” in the face of the Tube attacks. As Allmark puts it, these photographs “promote the pleasures of western cultural values as a defense against the anxiety of terror.” Paradoxically, these “domestic snapshots” work to “arouse the collective memory of terrorism and violence”, only ambiguously resolving the impact of the 7 July events. This piece adds to the small but important literature on the relationship between photography, blogging and everyday life. James Arvanitakis’s piece, “The Heterogenous Citizen: How Many of Us Care about Don Bradman’s Average” opens out from a consideration of Australia’s Citizenship Test, introduced by the former government, into a typology of citizenship that allows for different versions of citizenship, and understandings of it “as a fluid and heterogenous phenomenon that can be in surplus, deficit, progressive and reactionary”. His typology seeks to open up new spaces for understanding citizenship as a practice, and as a relation to others, communities and the State. Anne Aly and Lelia Green’s piece, “Moderate Islam: Defining the Good Citizen”, thinks through the dilemmas Australian Muslims face in engaging with the broader community, and the heavy mediation of the state in defining the “good”, moderate Muslim identity in the age of terror. Their research is a result of a major project investigating Australian Muslim identity and citizenship, and finds that they are dealt with in media and political discourse through the lens of the “clash” between East and West embodied on the “war on terror”. For them, “religion has become the sole and only characteristic by which Muslims are recognised, denying them political citizenship and access to the public spaces of citizenship.” Alex Burns offers a critical assessment of claims made, and theories advanced about citizen media. He is skeptical about the definitions of citizenship and journalism that underpin optimistic new media theory. He notes the need for future research the reevaluates citizen journalism, and suggests an approach that builds on rich descriptions of journalistic experience, and “practice-based” approaches. Derek Barry’s “Wilde’s Evenings” offers a brief overview of the relationships between citizen journalism, the mainstream media and citizenship, through the lens of recent developments in Australia, and the 2007 Federal election, mentioned earlier in this introduction. As a practitioner and observer, Derek’s focus is on the status of citizen journalism as political activism, and whether the aim of citizen journalism, going forward, should be “payment or empowerment”. Finally, our cover image, by Drew, author of the successful Webcomic toothpastefordinner.com, offers a more sardonic take on the processes of voting and citizenship than we have in our introduction. The Web has not only provided a space for bloggers and citizen journalists, but also for a plethora of brilliant independent comic artists, who not only offer economical, mordant political commentary, but in some ways point the way towards sustainable practices in online independent media. Toothpastefordinner.com is not exclusively focused on political content, but it is flourishing on the basis of giving core content away, and subsisting largely on self-generated merchandise. This is one area for future research in online citizen media to explore. The tension between optimistic and pessimistic assessments of voting, citizenship, and the other apparatuses of liberal democracy will not be going anywhere soon, and nor will the need to “change the country” once in awhile. Meanwhile, the authors and editors of this special edition of M/C Journal hope to have explored these issues in a way that has provoked some further thought and debate among you, as voters, citizens and readers. In spite of much candid protest and overt criticism against the service delivery record and corruption of the South African government, the governing party, the African National Congress (ANC), once again secured a persuasive victory in the 2014 national elections. This situation begs the question whether the ballot box is really the only efficient instrument for disgruntled voters to influence government policy and behaviour. This article examines the possibilities that the mobilisation of civil society offers in this regard. The central theoretical argument is that civil society can be an important instrument through which the citizenry can exercise their critical function with regard to the government in an effort to address poor service delivery and corruption and to influence government policy. Christian organisations can play a crucial role in this process. Two examples of past efficient action by civil society serve to illustrate this argument. With the assistance of churches and Christian organisations,these organisations profoundly influenced government policy and are consequently presented as models for action today. The first example is the ‘United Democratic Front’ (UDF) that forced the pre-1994 South African apartheid government to a negotiated settlement despite the strict security laws that the state utilised to keep the UDF in check. The second example is the ‘Treatment Action Campaign’ (TAC) that forced the post-1994 Thabo Mbeki government to adopt a policy of free provision of antiretroviral drugs to HIV-positive patients. These two influential civil organisations offer models of how civil society can act as critical watchdog. In future, these models can be used to mobilise civil society, including churches and Christian organisations, to act correctively in defining and enacting government policy, despite the ANC’s strong position in government and the large majority that the governing party can secure at the voting polls.

Populist parties foment discontent with the establishment. Previous studies explored whether sentiments of discontent and protest can predict populist voting. In this paper, we argue that past electoral protest in a community, rather than merely a sense of discontent, is a good predictor of new populist lists and their electoral support. We explore this connection using blank voting, a measure that allows a systematic and unbiased evaluation of protest at the municipal level. We first test our theory on the Italian Five Star Movement (M5S). Controlling for economic and demographic variables, we demonstrate that in municipalities with high blank vote in previous elections, the probability of new M5S lists and M5S vote share were higher. Testing the generalizability of our theory using cross-national populism data, we show that past protest in the form of blank/null voting is a strong predictor of the level of populist rhetoric in a political system.

Elections in Nigeria has been plagued by vote buying, ballot box snatching, weak and independent(but dependent on the Executive) electoral management body, corruption and legitimacy crises as well as other forms of election malpractice, violence and irregularities. To curb the incidences of fraud, malpractice and the flagrant absence of transparency, this study introduces the concept of the design and implementation of an online voting platform (OVP) for the Independent National Electoral Commission (INEC). This application implemented with Python, a powerful web programming language suggests an impartial, electronic and easily managed form of conducting gubernatorial elections (in one of the states) in Nigeria. The database was created using MySQL. The analyses and design of the web application involved some unified modeling diagrams (case, class). The web application promises to eradicate several weakness of the existing system such as slower vote counting, physical location for conducting the gubernatorial polls, inconsistencies and errors resulting from the manual tasks, costliness of the election and most especially delay/ time wastage.

Abstract The attacks of September 11, 2001 in New York City profoundly affected Muslims in the United States. Set against national and regional demographic profiles of the Muslim population, this article analyzes its impact on a dozen Indian and Nigerian Muslim immigrants in Dallas/Fort Worth (DFW). Interviewed in an NSF study, they expressed serious concerns about discrimination and even their physical safety after the attacks. They remain both faithful Muslims and, at the same time, loyal members of their national communities. Far from being alienated from American society at large, however, they are surprisingly optimistic about their own ability, and the ability of their fellow Indians and Nigerians, and their fellow Muslims to be part of it. Indeed, their political and social engagement in the larger society, like that of their fellow Muslims in DFW, has even intensified since September 11.

Almost 30 years since the Maastricht Treaty and 20 years since the introduction of the euro, it is clear that the European Union (EU) has lost its appeal to wider constituencies and citizen groups that realize that the promises for convergence and prosperity have not been delivered. Rising dissatisfaction and Euroscepticism (expressed both in the ballot box and in Eurobarometer reports) is evident even in traditional pro-EU countries of the European core. As this long decade comes to an end, incidents (or accidents) like these ones, either in the form of open discontent, or in the form of rising populism, will exert pressure on the EU policy agenda that will either increase the frequency of deadlocks and inefficiency in policy making or will eventually lead to an honest effort to address the roots of these phenomena. This paper examines the drivers behind these two incidents (and the ones that may follow) and the limits of the current market and policy integration arrangements in the EU, arguing that a new policy agenda addressing the real weaknesses of the Union is inevitable if disintegration is to be avoided. Luckily enough, some elements of this new policy agenda may already be here.

The electoral system is part of the broader election law, which also includes an electoral form, constituencies, electoral competition, voting, methods of converting votes into mandates, as well as election threshold. Most often, the choice of the model by which the members of the representative bodies will be elected has a major effect on the entire political system of the state.Regarding the electoral form, the electoral systems at both the national and local level are divided into majority and proportional ones, but there is also a large number of "mixed" electoral systems. When it comes to the Republic of Serbia, as well as many other countries of Central and Eastern Europe, the initial dominance of the majority electoral system in almost all the countries in the 1990s was gradually replaced by a proportional electoral system.Local self-government represents a democratic framework for citizen participation in managing the affairs of their immediate interest,where citizens, directly and by secret ballot, elect the municipal assembly members, as the highest representative body of the municipality. In the case of local self-government, the D'Hondt election method and the 5% threshold are applied.When it comes to the electoral systems and the parties of national minorities, the laws of the Republic of Serbia provide significant measures for the participation of this type of political organization in the distribution of mandates, subject to special conditions, even when they receive less than 5% of the total number of votes.

This presentation combines and applies principles from both political science and geographic information science in order to gain unique insights into electoral politics and voter turnout in the United States. Missouri is used as a case-study because it has a longstanding history as a political bellwether due to its unique position straddling the historic North/South and the contemporary East/West divide; in addition its socioeconomic background closely mirrors national averages. Since the United States leaves the method of voting a responsibility of the counties, there is a discrepancy in the types of technologies used. This can result in some electorates being more prone to faulty machinery, which in turn leads to errors at the ballot box. In order to effectively answer the question- what was the effect that varying voting methods had on the turnout in Missouri during the 2004 Presidential election? - a multi-disciplinary approach must be taken which applies both a qualitative background to provide context and a strong quantitative element to provide hard empirical results. In order to address the quantitative element, due to the spatial nature of the data being used, regular statistical analysis is not possible without inviting inherent errors. Instead a variety of spatial statistics will be used to help address the hypothesis that counties which have lower voter turnouts will have less reliable methods of voting.

Abstract:

Are male p*rn stars full-fledged citizens? Recent political developments make this question more than rhetorical. The Bush Justice Department, led by Attorney General John Ashcroft, has targeted the p*rn industry, beginning with its prosecution of Extreme Associates. More recently, the President requested an increase in the FBI’s 2005 budget for prosecuting obscenity, one of the few budget increases for the Bureau outside of its anti-terrorism program (Schmitt A1). To be sure, the concept of “citizen” is itself vexed. Citizenship, when obtained or granted, ostensibly legitimates a subject and opens up pathways to privilege: social, political, economic, etc. Yet all citizens do not seem to be created equal. “There is, in the operation of state-defined rules and in common practices an assumption of moral worth in which de facto as opposed to de jure rights of citizenship are defined as open to those who are deserving or who are capable of acting responsibly,” asserts feminist critic Linda McDowell. “The less deserving and the less responsible are defined as unworthy of or unfitted for the privileges of full citizenship” (150). Under this rubric, a citizen must measure up to a standard of “moral worth”—an individual is not a full-fledged citizen merely on the basis of birth or geographical placement. As McDowell concludes, “citizenship is not an inclusive but an exclusive concept” (150). Thus, in figuring out how male p*rn stars stand in regard to the question of citizenship, we must ask who determines “moral worth,” who distinguishes the less from the more deserving, and how people have come to agree on the “common practices” of citizenship. Many critics writing about citizenship, including McDowell, Michael Warner, Lauren Berlant, Russ Castronovo, Robyn Wiegman, Michael Moon, and Cathy Davidson (to name only a few) have located the nexus of “moral worth” in the body. In particular, the ability to make the body abstract, invisible, and non-identifiable has been the most desirable quality for a citizen to possess. White men seem ideally situated for such acts of “decorporealization,” and the white male body has been installed as the norm for citizenship. Conversely, women, people of color, and the ill and disabled, groups that are frequently defined by their very embodiment, find themselves more often subject to regulation. If the white male body is the standard, however, for “moral worth,” the white male p*rn star would seem to disrupt such calculations. Clearly, the profession demands that these men put their bodies very much in evidence, and the most famous p*rn stars, like John C. Holmes and Ron Jeremy, derive much of their popularity from their bodily excess. Jeremy’s struggle for “legitimacy,” and the tenuous position of men in the p*rn industry in general, demonstrate that even white males, when they cannot or will not aspire to abstraction and invisibility, will lose the privileges of citizenship. The right’s attack on p*rnography can thus be seen as yet another attempt to regulate and restrict citizenship, an effort that forces Jeremy and the industry that made him famous struggle for strategies of invisibility that will permit some mainstream acceptance. In American Anatomies, Robyn Wiegman points out that the idea of democratic citizenship rested on a distinct sense of the abstract and non-particular. The more “particular” an individual was, however, the less likely s/he could pass into the realm of citizen. “For those trapped by the discipline of the particular (women, slaves, the poor),” Wiegman writes, “the unmarked and universalized particularity of the white masculine prohibited their entrance into the abstraction of personhood that democratic equality supposedly entailed” (49). The norm of the “white masculine” caused others to signify “an incontrovertible difference” (49), so people who were visibly different (or perceived as visibly different) could be tyrannized over and regulated to ensure the purity of the norm. Like Wiegman, Lauren Berlant has written extensively about the ways in which the nation recognizes only one “official” body: “The white, male body is the relay to legitimation, but even more than that, the power to suppress that body, to cover its tracks and its traces, is the sign of real authority, according to constitutional fashion” (113). Berlant notes that “problem citizens”—most notably women of color—struggle with the problem of “surplus embodiment.” They cannot easily suppress their bodies, so they are subjected to the regulatory power of a law that defines them and consequently opens their bodies up to violation. To escape their “surplus embodiment,” those who can seek abstraction and invisibility because “sometimes a person doesn’t want to seek the dignity of an always-already-violated body, and wants to cast hers off, either for nothingness, or in a trade for some other, better model” (114). The question of “surplus embodiment” certainly has resonance for male p*rn stars. Peter Lehman has argued that hardcore p*rnography relies on images of large penises as signifiers of strength and virility. “The genre cannot tolerate a small, unerect penis,” Lehman asserts, “because the sight of the organ must convey the symbolic weight of the phallus” (175). The “power” of male p*rn stars derives from their visibility, from “meat shots” and “money shots.” Far from being abstract, decorporealized “persons,” male p*rn stars are fully embodied. In fact, the more “surplus embodiment” they possess, the more famous they become. Yet the very display that makes white male p*rn stars famous also seemingly disqualifies them from the “legitimacy” afforded the white male body. In the industry itself, male stars are losing authority to the “box-cover girls” who sell the product. One’s “surplus embodiment” might be a necessity for working in the industry, but, as Susan Faludi notes, “by choosing an erection as the proof of male utility, the male performer has hung his usefulness, as p*rn actor Jonathan Morgan observed, on ‘the one muscle on our body we can’t flex’” (547). When that muscle doesn’t work, a male p*rn star doesn’t become an abstraction—he becomes “other,” a joke, swept aside and deemed useless. Documentary filmmaker Scott J. Gill recognizes the tenuousness of the “citizenship” of male p*rn stars in his treatment of Ron Jeremy, “America’s most famous p*rn star.” The film, p*rn Star: The Legend of Ron Jeremy (2001), opens with a clear acknowledgment of Jeremy’s body, as one voiceover explains how his nickname, “the Hedgehog,” derives from the fact that Jeremy is “small, fat, and very hairy.” Then, Gill intercuts the comments of various Jeremy fans: “An idol to an entire generation,” one young man opines; “One of the greatest men this country has ever seen,” suggests another. This opening scene concludes with an image of Jeremy, smirking and dressed in a warm-up suit with a large dollar sign necklace, standing in front of an American flag (an image repeated at the end of the film). This opening few minutes posit the Hedgehog as super-citizen, embraced as few Americans are. “Everyone wants to be Ron Jeremy,” another young fan proclaims. “They want his life.” Gill also juxtaposes “constitutional” forms of legitimacy that seemingly celebrate Jeremy’s bodily excess with the resultant discrimination that body actually engenders. In one clip, Jeremy exposes himself to comedian Rodney Dangerfield, who then sardonically comments, “All men are created equal—what bullsh*t!” Later, Gill employs a clip of a film in which Jeremy is dressed like Ben Franklin while in a voiceover p*rn director/historian Bill Margold notes that the Freeman decision “gave a birth certificate to a bastard industry—it legitimized us.” The juxtaposition thus posits Jeremy as a “founding father” of sorts, the most recognizable participant in an industry now going mainstream. Gill, however, emphasizes the double-edged nature of Jeremy’s fame and the price of his display. Immediately after the plaudits of the opening sequence, Gill includes clips from various Jeremy talk show appearances in which he is denounced as “scum” and told “You should go to jail just for all the things that you’ve helped make worse in this country” and “You should be shot.” Gill also shows a clearly dazed Jeremy in close-up confessing, “I hate myself. I want to find a knife and slit my wrists.” Though Jeremy does not seem serious, this comment comes into better focus as the film unfolds. Jeremy’s efforts to go “legit,” to break into mainstream film and leave his p*rn life behind, keep going off the tracks. In the meantime, Jeremy must fulfill his obligations to his current profession, including getting a monthly HIV test. “There’ll be one good thing about eventually getting out of the p*rn business,” he confesses as Gill shows scenes of a clearly nervous Jeremy awaiting results in a clinic waiting room, “to be able to stop taking these things every f*cking month.” Gill shows that the life so many others would love to have requires an abuse of the body that fans never see. Jeremy is seeking to cast off that life, “either for nothingness, or in a trade for some other, better model.” Behind this “legend” is unseen pain and longing. Gill emphasizes the dichotomy between Jeremy (illegitimate) and “citizens” in his own designations. Adam Rifkin, director of Detroit Rock City, in which Jeremy has a small part, and Troy Duffy, another Jeremy pal, are referred to as “mainstream film directors.” When Jeremy returns to his home in Queens to visit his father, Arnold Hyatt is designated “physicist.” In fact, Jeremy’s father forbids his son from using the family name in his p*rn career. “I don’t want any confusion between myself and his line of work,” Hyatt confesses, “because I’m retired.” Denied his patronym, Jeremy is truly “illegitimate.” Despite his father’s understanding and support, Jeremy is on his own in the business he has chosen. Jeremy’s reputation also gets in the way of his mainstream dreams. “Sometimes all this fame can hurt you,” Jeremy himself notes. Rifkin admits that “People recognize Ron as a p*rn actor and immediately will ask me to remove him from the final cut.” Duffy concurs that Jeremy’s p*rn career has made him a pariah for some mainstream producers: “Stigma attached to him, and that’s all anybody’s ever gonna see.” Jeremy’s visibility, the “stigma” that people have “seen,” namely, his large penis and fat, hairy body, denies him the abstract personhood he needs to go “legitimate.” Thus, whether through the concerted efforts of the Justice Department or the informal, personal angst of a producer fearing a backlash against a film, Jeremy, as a representative of an immoral industry, finds himself subject to regulation. Indeed, as his “legitimate” filmography indicates, Jeremy has been cut out of more than half the films he has appeared in. The issue of “visibility” as the basis for regulation of hardcore p*rnography has its clearest articulation in Potter Stewart’s famous proclamation “I know it when I see it.” But as Bob Woodward and Scott Armstrong report in The Brethren, Stewart was not the only Justice who used visibility as a standard. Byron White’s personal definition was “no erect penises, no intercourse, no oral or anal sodomy” (193). William Brennan, too, had what his clerks called “the limp dick standard” (194). Erection, what Lehman has identified as the conveyance of the phallus, now became the point of departure for regulation, transferring, once again, the phallus to the “law.” When such governmental regulation failed First Amendment ratification, other forms of societal regulation kicked in. The p*rn industry has accommodated itself to this regulation, as Faludi observes, in its emphasis on “soft” versions of product for distribution to “legitimate” outlets like cable and hotels. “The version recut for TV would have to be entirely ‘soft,’” Faludi notes, “which meant, among other things, no erect penises and no sem*n” (547). The work of competent “woodsmen” like Jeremy now had to be made invisible to pass muster. Thus, even the penis could be conveyed to the viewer, a “fantasy penis,” as Katherine Frank has called it, that can be made to correlate to that viewer’s “fantasized identity” of himself (133-4). At the beginning of p*rn Star, during the various homages paid to Jeremy, one fan draws a curious comparison: “There’s Elvis, and then there’s Ron.” Elvis’s early career had certainly been plagued by criticism related to his bodily excess. Musicologist Robert Fink has recently compared Presley’s July 2, 1956, recording of “Hound Dog” to music for strip tease, suggesting that Elvis used such subtle variations to challenge the law that was constantly impinging on his performances: “The Gray Lady was sensitive to the presence of quite traditional musical erotics—formal devices that cued the performer and audience to experience their bodies sexually—but not quite hep enough to accept a male performer recycling these musical signifiers of sex back to a female audience” (99). Eventually, though, Elvis stopped rebelling and sought respectability. Writing to President Nixon on December 21, 1970, Presley offered his services to help combat what he perceived to be a growing cultural insurgency. “The drug culture, the hippie elements, the SDS, Black Panthers, etc., do not consider me as their enemy or as they call it, The Establishment,” Presley confided. “I call it America and I love it” (Carroll 266). In short, Elvis wanted to use his icon status to help reinstate law and order, in the process demonstrating his own patriotism, his value and worth as a citizen. At the end of p*rn Star, Jeremy, too, craves legitimacy. Whereas Elvis appealed to Nixon, Jeremy concludes by appealing to Steven Spielberg. Elvis received a badge from Nixon designating him as “special assistant” for the Bureau of Narcotics and Dangerous Drugs. Presumably Jeremy invests his legitimacy in a SAG card. Kenny Dollar, a Jeremy friend, unironically summarizes the final step the Hedgehog must take: “It’s time for Ron to go on and reach his full potential. Let him retire his dick.” That Jeremy must do the latter before having a chance for the former illustrates how “surplus embodiment” and “citizenship” remain inextricably entangled and mutually exclusive. Abstract:

The habitual passenger cannot grasp the folly of traffic based overwhelmingly on transport. His inherited perceptions of space and time and of personal pace have been industrially deformed. He has lost the power to conceive of himself outside the passenger role (Illich 25).The most basic definition of Stillness refers to a state of being in the absence of both motion and disturbance. Some might say it is anti-American. Stillness denies the democratic freedom of mobility in a social system where, as Ivan Illich writes in Energy and Equity, people “believe that political power grows out of the capacity of a transportation system, and in its absence is the result of access to the television screen” (26). In America, it isn’t too far of a stretch to say that most are quite used to being interpolated as some sort of subject of the screen, be it the windshield or the flat screen. Whether in transport or tele-vision, life is full of traffic and flickering images. In the best of times there is a choice between being citizen-audience member or citizen-passenger. A full day might include both.But during the summer of 2008 things seemed to change. The citizen-passenger was left beached, not in some sandy paradise but in their backyard. In this state of SIMBY (stuck in my backyard), the citizen-passenger experienced the energy crisis first hand. Middle class suburbanites were forced to come to terms with a new disturbance due to rising fuel prices: unattainable motion. Domestic travel had been exchanged for domestication. The citizen-passenger was rendered what Paul Virilio might call, “a voyager without a voyage, this passenger without a passage, the ultimate stranger, and renegade to himself” (Crepuscular 131). The threat to capitalism posed by this unattainable motion was quickly thwarted by America’s 'big box' stores, hotel chains, and news networks. What might have become a culturally transformative politics of attainable stillness was hijacked instead by The Great American Staycation. The Staycation is a neologism that refers to the activity of making a vacation out of staying at home. But the Staycation is more than a passing phrase; it is a complex cultural phenomenon that targeted middle class homes during the summer of 2008. A major constraint to a happy Staycation was the uncomfortable fact that the middle class home was not really a desirable destination as it stood. The family home would have to undergo a series of changes, one being the initiation of a set of time management strategies; and the second, the adoption of new objects for consumption. Good Morning America first featured the Staycation as a helpful parenting strategy for what was expected to be a long and arduous summer. GMA defined the parameters of the Staycation with four golden rules in May of 2008:Schedule start and end dates. Otherwise, it runs the risk of feeling just like another string of nights in front of the tube. Take Staycation photos or videos, just as you would if you went away from home on your vacation. Declare a 'choratorium.' That means no chores! Don't make the bed, vacuum, clean out the closets, pull weeds, or nothing, Pack that time with activities. (Leamy)Not only did GMA continue with the theme throughout the summer but the other networks also weighed in. Expert knowledge was doled out and therapeutic interventions were made to make people feel better about staying at home. Online travel companies such as expedia.com and tripadvisor.com, estimated that 60% of regular vacation takers would be staying home. With the rise and fall of gas prices, came the rise of fall of the Staycation.The emergence of the Staycation occurred precisely at a time when American citizens were confronted with the reality that their mobility and localities, including their relationship to domestic space, were structurally bound to larger geopolitical forces. The Staycation was an invention deployed by various interlocutors most threatened by the political possibilities inherent in stillness. The family home was catapulted into the circuits of production, consumption, and exchange. Big TV and Big Box stores furthered individual’s unease towards having to stay at home by discursively constructing the gas prices as an impediment to a happy domestic life and an affront to the American born right to be mobile. What was reinforced was that Americans ideally should be moving, but could not. Yet, at the same time it was rather un-American not to travel. The Staycation was couched in a powerful rhetoric of one’s moral duty to the nation while playing off of middle class anxieties and senses of privilege regarding the right to be mobile and the freedom to consume. The Staycation satiates all of these tensions by insisting that the home can become a somewhere else. Between spring and autumn of 2008, lifestyle experts, representatives from major retailers, and avid Staycationers filled morning slots on ABC, NBC, FOX, CBS, and CNN with Staycation tips. CNN highlighted the Staycation as a “1st Issue” in their Weekend Report on 12 June 2008 (Alban). This lead story centred on a father in South Windsor, Connecticut “who took the money he would normally spend on vacations and created a permanent Staycation residence.” The palatial home was fitted with a basketball court, swimming pool, hot tub, gardening area, and volleyball court. In the same week (and for those without several acres) CBS’s Early Show featured the editor of behindthebuy.com, a company that specialises in informing the “time starved consumer” about new commodities. The lifestyle consultant previewed the newest and most necessary items “so you could get away without leaving home.” Key essentials included a “family-sized” tent replete with an air conditioning unit, a projector TV screen amenable to the outdoors, a high-end snow-cone maker, a small beer keg, a mini-golf kit, and a fast-setting swimming pool that attaches to any garden hose. The segment also extolled the virtues of the Staycation even when gas prices might not be so high, “you have this stuff forever, if you go on vacation all you have are the pictures.” Here, the value of the consumer products outweighs the value of erstwhile experiences that would have to be left to mere recollection.Throughout the summer ABC News’ homepage included links to specific products and profiled hotels, such as Hiltons and Holiday Inns, where families could at least get a few miles away from home (Leamy). USA Today, in an article about retailers and the Staycation, reported that Wal-Mart would be “rolling back prices on everything from mosquito repellent to portable DVD players to baked beans and barbecue sauce”. Target and Kohl’s were celebrated for offering discounts on patio furniture, grills, scented candles, air fresheners and other products to make middle class homes ‘staycationable’. A Lexis Nexis count revealed over 200 news stories in various North American sources, including the New York Times, Financial Times, Investors Guide, the Christian Science Monitor, and various local Consumer Credit Counselling Guides. Staying home was not necessarily an inexpensive option. USA Today reported brand new grills, grilling meats, patio furniture and other accoutrements were still going to cost six percent more than the previous year (24 May 2008). While it was suggested that the Staycation was a cost-saving option, it is clear Staycations were for the well-enough off and would likely cost more or as much as an actual vacation. To put this in context with US vacation policies and practices, a recent report by the Center for Economic and Policy Research called No-Vacation Nation found that the US is the only advanced economy in the world that does not guarantee its workers paid vacation (Ray and Schmidt 3). Subsequently, without government standards 25% of Americans have neither paid vacation nor paid holidays. The Staycation was not for the working poor who were having difficulty even getting to work in the first place, nor were they for the unemployed, recently job-less, or the foreclosed. No, the Staycationers were middle class suburbanites who had backyards and enough acreage for swimming pools and tents. These were people who were going to be ‘stuck’ at home for the first time and a new grill could make that palatable. The Staycation would be exciting enough to include in their vacation history repertoire.All of the families profiled on the major networks were white Americans and in most cases nuclear families. For them, unattainable motion is an affront to the privilege of their white middle class mobility which is usually easy and unencumbered, in comparison to raced mobilities. Doreen Massey’s theory of “power geometry” which argues that different people have differential and inequitable relationships to mobility is relevant here. The lack of racial representation in Staycation stories reinforces the reality that has already been well documented in the works of bell hooks in Black Looks: Race and Representation, Lynn Spigel in Welcome to the Dreamhouse: Popular Media and Postwar Suburbs, and Jeremy Packer in Mobility without Mayhem: Safety, Cars and Citizenship. All of these critical works suggest that taking easily to the great open road is not the experience of all Americans. Freedom of mobility is in fact a great American fiction.The proprietors for the Great American Staycation were finding all sorts of dark corners in the American psyche to extol the virtues of staying at home. The Staycation capitalised on latent xenophobic tendencies of the insular family. Encountering cultural difference along the way could become taxing and an impediment to the fully deserved relaxation that is the stuff of dream vacations. CNN.com ran an article soon after their Weekend Report mentioned above quoting a life coach who argued Staycations were more fitting for many Americans because the “strangeness of different cultures or languages, figuring out foreign currencies or worrying about lost luggage can take a toll” (12 June 2008). The Staycation sustains a culture of insularity, consumption, distraction, and fear, but in doing so serves the national economic interests quite well. Stay at home, shop, grill, watch TV and movies, these were the economic directives programmed by mass media and retail giants. As such it was a cultural phenomenon commensurable to the mundane everyday life of the suburbs.The popular version of the Staycation is a highly managed and purified event that reflects the resort style/compound tourism of ‘Club Meds’ and cruise ships. The Staycation as a new form of domestication bears a significant resemblance to the contemporary spatial formations that Marc Augé refers to as non-places – contemporary forms of hom*ogeneous architecture that are scattered across disparate locales. The nuclear family home becomes another point of transfer in the global circulation of capital, information, and goods. The chain hotels and big box stores that are invested in the Staycation are touted as part of the local economy but instead devalue the local by making it harder for independent restaurants, grocers, farmers’ markets and bed and breakfasts to thrive. In this regard the Staycation excludes the local economy and the community. It includes backyards not balconies, hot-dogs not ‘other’ types of food, and Wal-Mart rather than then a local café or deli. Playing on the American democratic ideals of freedom of mobility and activating one’s identity as a consumer left little room to re-think how life in constant motion (moving capital, moving people, moving information, and moving goods) was partially responsible for the energy crisis in the first place. Instead, staying at home became a way for the American citizen to support the floundering economy while waiting for gas prices to go back down. And, one wouldn’t have to look that much further to see that the Staycation slips discursively into a renewed mission for a just cause – the environment. For example, ABC launched at the end of the summer a ruse of a national holiday, “National Stay at Home Week” with the tag line: “With gas prices so high, the economy taking a nosedive and global warming, it's just better to stay in and enjoy great ABC TV.” It comes as no shock that none of the major networks covered this as an environmental issue or an important moment for transformation. In fact, the air conditioning units in backyard tents attest to quite the opposite. Instead, the overwhelming sense was of a nation waiting at home for it all to be over. Soon real life would resume and everyone could get moving again. The economic slowdown and the energy crisis are examples of the breakdown and failure of capitalism. In a sense, a potential opened up in this breakdown for Stillness to become an alternative to life in constant and unrequited motion. That is, for the practice of non-movement and non-circulation to take on new political and cultural forms especially in the sprawling suburbs where the car moves individuals between the trifecta of home, box store, and work. The economic crisis is also a temporary stoppage of the flows. If the individual couldn’t move, global corporate capital would find a way to set the house in motion, to reinsert it back into the machinery that is now almost fully equated with freedom.The reinvention of the home into a campground or drive-in theatre makes the house a moving entity, an inverted mobile home that is both sedentary and in motion. Paul Virilio’s concept of “polar inertia” is important here. He argues, since the advent of transportation individuals live in a state of “resident polar inertia” wherein “people don’t move, even when they’re in a high speed train. They don’t move when they travel in their jet. They are residents in absolute motion” (Crepuscular 71). Lynn Spigel has written extensively about these dynamics, including the home as mobile home, in Make Room for TV and Welcome to the Dreamhouse. She examines how the introduction of the television into domestic space is worked through the tension between the private space of the home and the public world outside. Spigel refers to the dual emergence of portable television and mobile homes. Her work shows how domestic space is constantly imagined and longed for “as a vehicle of transport through which they (families) could imaginatively travel to an illicit place of passion while remaining in the safe space of the family home” (Welcome 60-61). But similarly to what Virilio has inferred Spigel points out that these mobile homes stayed parked and the portable TVs were often stationary as well. The Staycation exists as an addendum to what Spigel captures about the relationship between domestic space and the television set. It provides another example of advertisers’ attempts to play off the suburban tension between domestic space and the world “out there.” The Staycation exacerbates the role of the domestic space as a site of production, distribution, and consumption. The gendered dynamics of the Staycation include redecorating possibilities targeted at women and the backyard beer and grill culture aimed at men. In fact, ‘Mom’ might suffer the most during a Staycation, but that is another topic. The point is the whole family can get involved in a way that sustains the configurations of power but with an element of novelty.The Staycation is both a cultural phenomenon that feeds off the cultural anxieties of the middle class and an economic directive. It has been constructed to maintain movement at a time when the crisis of capital contains seeds for an alternative, for Stillness to become politically and culturally transformative. But life feels dull when the passenger is stuck and the virtues of Stillness are quite difficult to locate in this cultural context. As Illich argues, “the passenger who agrees to live in a world monopolised by transport becomes a harassed, overburdened consumer of distances whose shape and length he can no longer control” (45). When the passenger is the mode of identification, immobility becomes unbearable. In this context a form of “still mobility” such as the Staycation might be satisfying enough. ConclusionThe still citizen is a threatening figure for capital. In Politics of the Very Worst Virilio argues at the heart of capitalism is a state of permanent mobility, a condition to which polar inertia attests. The Staycation fits completely within this context of this form of mobile immobility. The flow needs to keep flowing. When people are stationary, still, and calm the market suffers. It has often been argued that the advertising industries construct dissatisfaction while also marginally eliminating it through the promises of various products, yet ultimately leaving the individual in a constant state of almost satisfied but never really. The fact that the Staycation is a mode of waiting attests to this complacent dissatisfaction.The subjective and experiential dimensions of living in a capitalist society are experienced through one’s relationship to time and staying on the right path. The economic slowdown and the energy crisis are also crises in pace, energy, and time. The mobility and tempo, the pace and path that capital relies on, has become unhinged and vulnerable to a resistant re-shaping. The Staycation re-sets the tempo of suburbia to meet the new needs of an economic slowdown and financial crisis. Following the directive to staycate is not necessarily a new form of false consciousness, but an intensified technological and economic mode of subjection that depends on already established cultural anxieties. But what makes the Staycation unique and worthy of consideration is that capitalists and other disciplinary institutions of power, in this case big media, construct new and innovative ways to control people’s time and regulate their movement in space. The Staycation is a particular re-territorialisation of the temporal and spatial dimensions of home, work, and leisure. In sum, Staycation and the staging of National Stay at Home Week reveals a systemic mobilising and control of a population’s pace and path. As Bernard Stiegler writes in Technics and Time: “Deceleration remains a figure of speed, just as immobility is a figure of movement” (133). These processes are inexorably tied to one another. Thinking back to the opening quote from Illich, we could ask how we might stop imagining ourselves as passengers – ushered along, falling in line, or complacently floating past. To be still in the flows could be a form of ultimate resistance. In fact, Stillness has the possibility of becoming an autonomous practice of refusal. It is after all this threatening potentiality that created the frenzied invention of the Staycation in the first place. To end where I began, Illich states that “the habitual passenger must adopt a new set of beliefs and expectations if he is to feel secure in the strange world” (25-26). The horizon of political possibility is uniformly limited for the passenger. Whether people actually did follow these directives during the summer of 2008 is hard to determine. The point is that the energy crisis and economic slowdown offered a potential to vacate capital’s premises, both its pace and path. But corporate capital is doing its best to make sure that people wait, staycate, and see it through. The Staycation is not just about staying at home for vacation. It is about staying within reach, being accounted for, at a time when departing global corporate capital seems to be the best option. Abstract:

Introduction In October 2007, the federal Coalition government legislated that all eligible migrants and refugees who want to become Australian citizens must sit and pass the newly designed Australian citizenship test. Prime Minister John Howard stated that by studying the essential knowledge on Australian culture, history and values that his government had defined in official citizenship test resources, migrants seeking the conferral of Australian citizenship would become "integrated" into the broader, "mainstream" community and attain a sense of belonging as new Australian citizens (qtd. in "Howard Defends Citizenship Test"). In this paper, I conduct a genealogical analysis of Becoming an Australian Citizen, the resource booklet that contains all of the information needed to prepare for the test. Focusing specifically on the section in the booklet entitled A Story of Australia which details Australian history and framing my research through a Foucauldian perspective on governmentality that focuses on the interrelationship with truth, power and knowledge in the production of subjectivities, I suggest that the inclusion of the subject of history in the test was constituted as a new order of knowledge that aimed to shape new citizens' understanding of what constituted the "correct" version of Australian identity. History was hence promoted as a form of knowledge that relied on objectivity in order to excavate the truths of Australia's past. These truths, it was claimed, had shaped the very values that the Australian people lived by and that now prospective citizens were expected to embrace. My objective is to problematise this claim that the discipline of history consists of objective truths and to move beyond recent debates in politics and historiography known as the history wars. I suggest that history instead should be viewed as a "curative science" (Foucault 90), that is, a transformative form of knowledge that focuses on the discontinuities as well as the continuities in Australia's past and which has the potential to "delimit truths" (Weeks) and thus heal the fatal impact of an official history dominated by notions of progress and achievements. This kind of cultural research not only has the capacity to influence policy-making in the field of civic education for migrant citizens, but it also has the potential to broaden understanding of Australia's past by drawing on alternative stories of Australia including the ruptures and counter stories that come together to form the multiplicity that is Australian identity. Values Eclipsing History The test was introduced at a time when the impact of globalisation was shifting conceptions of the conferral of citizenship in many Western nations from a notion of new citizens gaining legal and political rights to a concept through which becoming a naturalized citizen meant adopting a nation's particular way of life and embracing a set of core national values (Allison; Grattan; Johnson). In Australia, these values were defined as a set of principles based around liberal-democratic notions of freedom, equality, the rule of law and tolerance and promoted as "central to Australia remaining a stable, prosperous and peaceful community" (DIC 5). The Howard government believed that social cohesion was threatened by the differences emanating from recent arrivals, particularly non-Christian and non-white arrivals who did not share Australian values. These threats were contextualized through such incidents as asylum seekers allegedly throwing children overboard, the Cronulla Beach riots in 2005 and terrorist attacks close to home in Bali. Adopting Australian values was promoted as the solution to this crisis of difference. In this way, the Australian values promoted through the Australian citizenship test were allotted "a reforming role" whilst migrants and their differences were targeted as "objects of reform" (Bennett 105). Reform would be achieved by prospective citizens engaging freely in the ethical conduct of self-study of the history and values contained in the citizenship resource booklet. With some notable exceptions (see e.g. Lake and Tavan), inclusion of historical content in the test received less public scrutiny than Australian values. This is despite the fact that 37 per cent of the booklet's content was dedicated to Australian history compared to only 7 per cent dedicated to Australian values. This is also remarkable since previously, media and scholarly attention over the preceding two decades had agonised over how British colonisation and indigenous dispossession were to be represented in Australian public institutions. Popularly known as the history wars, these debates now seemed irrelevant for regulating the conduct of new citizens. The Year of the Apology: The End of the History Wars? There was also a burgeoning feeling among the broader community that a truce was in sight in the history wars (cf. Riley; Throsby). This view was supported by the outcome of the November 2007 federal election when the Howard government was defeated after eleven years in office. John Howard had been a key player in the history wars, intervening in decisions as wide ranging as the management of national museums and the preparation of high school history curricula. In his final year as prime minister, Howard became involved with overseeing what historical content was to be included in Becoming an Australian Citizen (cf. Andrews; Hirst). This had a lasting impact as even after Howard's electoral defeat, the Australian citizenship test and its accompanying resource booklet still remained in use for another two years as the essential guide that was to inform test candidates on how to be model Australian citizens. Whilst Howard's test was retained Kevin Rudd made the official Apology to the Stolen Generation as one of his first acts as prime minister in February 2008. His electoral victory was heralded as the coming of "a new intellectual culture" with "deep thinking and balanced analysis" (Nile). The Apology was also celebrated in both media and academic circles as the beginning of the process of reconciliation for both relations with indigenous and non-indigenous Australians as well as "reconciling" the controversies in history that had plagued Howard's prime ministership. In popular culture, too, the end of the history wars seemed imminent. In film, the Apology was celebrated with the release of Australia in November of that same year. Luhrmann's film became a box office hit that was later taken up by Tourism Australia to promote the nation as a desirable destination for international tourists. Langton praised it as an "eccentrically postmodern account of a recent frontier" that "has leaped over the ruins of the 'history wars' and given Australians a new past" and concluded that the film presented "an alternative history from the one John Howard and his followers constructed" (12). Similar appraisals had been made of the Australian citizenship test as the author of the historical content in the resource booklet, John Hirst, revealed that the final version of A Story of Australia "was not John Howard's and was organised contrary to his declared preference for narrative" (35). Hirst is a conservative historian who was employed by the Howard government to write "the official history of Australia" (28) for migrants and who had previously worked on other projects initiated by the Howard government, including the high school history curriculum review known as the History Summit in 2006. In an article entitled Australia: The Official History and published in The Monthly of that very same year as the Apology, Hirst divulged how in writing A Story of Australia for the citizenship resource booklet, his aim was to be "fair-minded and balanced" (31). He claimed to do this by detailing what he understood as the "two sides" in Australia's historical and political controversies relating to "Aboriginal affairs" (31), known more commonly as the history wars. Hirst's resolve was to "report the position of the two sides" (31), choosing to briefly focus on the views of historian Henry Reynolds and the political scientist Robert Manne on the one side, as well as presenting the conservative views of journalists Keith Windshuttle and Andrew Bolt on the other side (31-32). Hirst was undoubtedly referring to the two sides in the history wars that are characterised by on the one hand, commentators who believe that the brutal impact of British colonisation on indigenous peoples should be acknowledged whilst those on the other who believe that Australians should focus on celebrating their nation's relatively "peaceful past". Popularly characterised as the black armband view against the white blindfold view of Australian history, this definition does not capture the complexities, ruptures and messiness of Australia's contested past or of the debates that surround it. Hirst's categorisation, is rather problematic; while Windshuttle and Bolt's association is somewhat understandable considering their shared support in denying the existence of the Stolen Generation and massacres of indigenous communities, the association of Reynolds with Manne is certainly contestable and can be viewed as a simplistic grouping together of the "bleeding hearts" in discourses surrounding Australian history. As with the film Australia, Hirst wanted to be "the recorder of myth and memory and not simply the critical historian" (32). Unlike the film Australia, Hirst remained committed to a particular view of the discipline of history that was committed to notions of objectivity and authenticity, stating that he "was not writing this history to embody (his) own views" (31) but rather, his purpose was to introduce to new citizens what he thought captured "what Australians of today knew and valued and celebrated in their history" (32). The textual analysis that follows will illustrate that despite the declaration of a "balanced" view of Australian history being produced for migrant consumption and the call for a truce in the history wars, A Story of Australia still reflected the values and principles of a celebratory white narrative that was not concerned with recognising any side of history that dealt with the fatal impact of colonialism in stories of Australia. Disrupting the Two Sides of History The success of Australia was built on lands taken from Aboriginal people after European settlement in 1788 (DIC 32). [...]The Aboriginal people were not without friends […]. Governor Macquarie (1810-1821) took a special interest in them, running a school for their children and offering them land for farming. But very few Aboriginal people were willing to move into European society; they were not very interested in what the Europeans had to offer. (DIC 32) Despite its author's protestations against a narrative format, A Story of Australia is written as a thematic narrative that is mainly concerned with describing a nation's trajectory towards progress. It includes the usual primary school project heroes of European explorers and settlers, all of them men: Captain James Cook, Arthur Phillip and Lachlan Macquarie (17-18). It privileges a British heritage and ignores the multicultural make-up of the Australian population. In this Australian story, the convict settlers are an important factor in nation building as they found "new opportunities in this strange colony" (18) and "the ordinary soldier, the digger is a national hero" (21). Indigenous peoples, on the other hand, are described in the past tense as part of pre-history having "hunter-gatherer traditions" (32), whose culture exists today only in spectacle and who have only themselves to blame for their marginalisation by refusing the help of the white settlers. Most notable in this particular version of history are the absent stories and absent characters; there is little mention of the achievements of women and nation-building is presented as an exclusively masculine enterprise. There is also scarce mention of the contribution of migrants. Also absent is any mention of the colonisation of the Australian continent that dispossessed its Indigenous peoples. For instance, the implementation of the assimilation policy that required the forcible removal of Aboriginal children from their families is not even named as the Stolen Generation in the resource booklet, and the fight for native land rights encapsulated in the historic Mabo decision of 1992 is referred to as merely a "separatist policy" (33). In this way, it cannot be claimed that this is a balanced portrayal of Australia's past even by Hirst's own standards for it is difficult to locate the side represented by Reynolds and Manne. Once again, comparisons with the film Australia are useful. Although praised for raising "many thorny issues" relating to "national legitimacy and Aboriginal sovereignty" (Konishi and Nugent), Ashenden concludes that the film is "a mix of muttering, avoidance of touchy topics, and sporadic outbursts". Hogan also argues that the film Australia is "an exercise in national wish fulfillment, staged as a high budget, unabashedly commercial and sporadically ironic spectacle" that "offers symbolic absolution for the violence of colonialism" (63). Additionally, Hirst's description of a "successful" nation being built on the "uncultivated" indigenous lands suggests that colonisation was necessary and unavoidable if Australia was to progress into a civilised nation. Both Hirst's A Story of Australia and his Australia: The Official History share more than just the audacious appropriation of a proper noun with the film Australia as these cultural texts grant prominence to the values and principles of a celebratory white narrative of Australian history while playing down the unpalatable episodes, making any prospective citizen who does not accept these "balanced" versions of historical truths as deviant and unworthy of becoming an Australian citizen. Our Australian Story: Reconciling the Fatal Impact The Australian citizenship test and its accompanying booklet, Becoming an Australian Citizen were replaced in October 2009 with a revised test and a new booklet entitled, Australian Citizenship: Our Common Bond. The Australian Citizenship Test Review Committee deemed the 2007 original test to be "flawed, intimidating to some and discriminatory" (Australian Citizenship Test Review Committee 3). It replaced mandatory knowledge of Australian values with that of the Citizenship Pledge and determined that the subject of Australian history, although "nice-to-know" was not essential for assessing the suitability of the conferral of Australian citizenship. History content is now included in the new booklet in the non-testable section under the more inclusive title of Our Australian Story. This particular version of history now names the Stolen Generation, includes references to Australia's multicultural make up and even recognises some of the fatal effects of British colonisation. The Apology features prominently over three long paragraphs (71) and Indigenous dispossession is now described under the title of Fatal Impact as follows: The early governors were told not to harm the Aboriginal people, but the British settlers moved onto Aboriginal land and many Aboriginal people were killed. Settlers were usually not punished for committing these crimes. (58) So does this change in tone in the official history in the resource booklet for prospective citizens "prove" that the history wars are over? This more conciliatory version of Australia's past is still not the "real proof" that the history wars are over for despite broadening its categories of what constitutes as historical truth, these truths still privilege an exclusive white perspective. For example, in the new resource booklet, detail on the Stolen Generation is included as a relevant historical event in relation to what the office of Prime Minister, the Bringing Them Home Report and the Official Apology have achieved for Indigenous Australians and for the national identity, stating that "the Sorry speech was an important step forward for all Australians" (71). Perhaps then, we need to discard this way of thinking that frames the past as an ethical struggle between right and wrong and a moral battle between victors and losers. If we cease thinking of our nation's history as a battleground between celebrators and mourners and stop framing our national identity in terms of achievers and those who were not interested in building the nation, then we recognise that these "war" discourses are only the products of "games of truth" invented by governments, expert historians and their institutions. In this way, official texts can produce the possibility for a range of players from new directions to participate in what content can be included as historical truths in Australian stories and what is possible in productions of official Australian identities. The Australian Citizenship Review Committee understood this potential impact as it has recommended "the government commit to reviewing the content of the book at regular intervals given the evolving nature of Australian society" (Australian Citizenship Test Review Committee 25). In disrupting the self-evident notion of a balanced history of facts with its evocation of an equal society and by exposing how governmental institutions have used these texts as instruments of social governance (cf. Bennett), we can come to understand that there are other ways of being Australian and alternative perspectives on Australian history. The production of official histories can work towards producing a "curative science" that heals the fatal impact of the past. The impact of this kind of cultural research should be directed towards the discourse of history wars. In this way, history becomes not a battlefield but "a differential knowledge of energies and failings, heights and degenerations, poisons and antidotes" (Foucault 90) which has the capacity to transform Australian society into a society inclusive of all indigenous, non-indigenous and migrant citizens and which can work towards reconciliation of the nation's history, and perhaps, even of its people. Abstract:

Introduction This article explores the changing relational quality of “the shadow of hierarchy”, in the context of the merging of platforms with infrastructure as the source of the shadow of hierarchy. In governance and regulatory studies, the shadow of hierarchy (or variations thereof), describes the space of influence that hierarchal organisations and infrastructures have (Héritier and Lehmkuhl; Lance et al.). A shift in who/what casts the shadow of hierarchy will necessarily result in changes to the attendant relational values, logics, and (techno)socialities that constitute the shadow, and a new arrangement of shadow that presents new challenges and opportunities. This article reflects on relevant literature to consider two different ways the shadow of hierarchy has qualitatively changed as platforms, rather than infrastructures, come to cast the shadow of hierarchy – an increase in scalability; and new socio-technical arrangements of (non)participation – and the opportunities and challenges therein. The article concludes that more concerted efforts are needed to design the shadow, given a seemingly directionless desire to enact data-driven solutions. The Shadow of Hierarchy, Infrastructures, and Platforms The shadow of hierarchy refers to how institutional, infrastructural, and organisational hierarchies create a relational zone of influence over a particular space. This commonly refers to executive decisions and legislation created by nation states, which are cast over private and non-governmental actors (Héritier and Lehmkuhl, 2). Lance et al. (252–53) argue that the shadow of hierarchy is a productive and desirable thing. Exploring the shadow of hierarchy in the context of how geospatial data agencies govern their data, Lance et al. find that the shadow of hierarchy enables the networked governance approaches that agencies adopt. This is because operating in the shadow of institutions provides authority, confers bureaucratic legitimacy and top-down power, and offers financial support. The darkness of the shadow is thus less a moral or ethicopolitical statement (such as that suggested by Fisher and Bolter, who use the idea of darkness to unpack the morality of tourism involving death and human suffering), and instead a relationality; an expression of differing values, logics, and (techno)socialities internal and external to those infrastructures and institutions that cast it (Gehl and McKelvey). The shadow of hierarchy might therefore be thought of as a field of relational influences and power that a social body casts over society, by virtue of a privileged position vis-a-vis society. It modulates society’s “light”; the resources (Bourdieu) and power relationships (Foucault) that run through social life, as parsed through a certain institutional and infrastructural worldview (the thing that blocks the light to create the shadow). In this way the shadow of hierarchy is not a field of absolute blackness that obscures, but instead a gradient of light and dark that creates certain effects. The shadow of hierarchy is now, however, also being cast by decentralised, privately held, and non-hierarchal platforms that are replacing or merging with public infrastructure, creating new social effects. Platforms are digital, socio-technical systems that create relationships between different entities. They are most commonly built around a relatively fixed core function (such as a social media service like Facebook), that then interacts with a peripheral set of complementors (advertising companies and app developers in the case of social media; Baldwin and Woodard), to create new relationships, forms of value, and other interactions (van Dijck, The Culture of Connectivity). In creating these relationships, platforms become inherently political (Gillespie), shaping relationships and content on the platform (Suzor) and in embodied life (Ajunwa; Eubanks). While platforms are often associated with optional consumer platforms (such as streaming services like Spotify), they have increasingly come to occupy the place of public infrastructure, and act as a powerful enabler to different socio-technical, economic, and political relationships (van Dijck, Governing Digital Societies). For instance, Plantin et al. argue that platforms have merged with infrastructures, and that once publicly held and funded institutions and essential services now share many characteristics with for-profit, privately held platforms. For example, Australia has had a long history of outsourcing employment services (Webster and Harding), and nearly privatised its entire visa processing data infrastructure (Jenkins). Platforms therefore have a greater role in casting the shadow of hierarchy than before. In doing so, they cast a shadow that is qualitatively different, modulated through a different set of relational values and (techno)socialities. Scalability A key difference and selling point of platforms is their scalability; since they can rapidly and easily up- and down-scale their functionalities in a way that traditional infrastructure cannot (Plantin et al.). The ability to respond “on-demand” to infrastructural requirements has made platforms the go-to service delivery option in the neo-liberalised public infrastructure environment (van Dijck, Governing Digital Societies). For instance, services providers like Amazon Web Services or Microsoft Azure provide on demand computing capacity for many nations’ most valuable services, including their intelligence and security capabilities (Amoore, Cloud Ethics; Konkel). The value of such platforms to government lies in the reduced cost and risk that comes with using rented capabilities, and the enhanced flexibility to increase or decrease their usage as required, without any of the economic sunk costs attached to owning the infrastructure. Scalability is, however, not just about on-demand technical capability, but about how platforms can change the scale of socio-technical relationships and services that are mediated through the platform. This changes the relational quality of the shadow of hierarchy, as activities and services occurring within the shadow are now connected into a larger and rapidly modulating scale. Scalability allows the shadow of hierarchy to extend from those in proximity to institutions to the broader population in general. For example, individual citizens can more easily “reach up” into governmental services and agencies as a part of completing their everyday business through platform such as MyGov in Australia (Services Australia). Using a smartphone application, citizens are afforded a more personalised and adaptive experience of the welfare state, as engaging with welfare services is no-longer tied to specific “brick-and-mortar” locations, but constantly available through a smartphone app and web portal. Multiple government services including healthcare and taxation are also connected to this platform, allowing users to reach across multiple government service domains to complete their personal business, seeking information and services that would have once required separate communications with different branches of government. The individual’s capacities to engage with the state have therefore upscaled with this change in the shadow, retaining a productivity and capacity enhancing quality that is reminiscent of older infrastructures and institutions, as the individual and their lived context is brought closer to the institutions themselves. Scale, however, comes with complications. The fundamental driver for scalability and its adaptive qualities is datafication. This means individuals and organisations are inflecting their operational and relational logics with the logic of datafication: a need to capture all data, at all times (van Dijck, Datafication; Fourcade and Healy). Platforms, especially privately held platforms, benefit significantly from this, as they rely on data to drive and refine their algorithmic tools, and ultimately create actionable intelligence that benefits their operations. Thus, scalability allows platforms to better “reach down” into individual lives and different social domains to fuel their operations. For example, as public transport services become increasingly datafied into mobility-as-a-service (MAAS) systems, ride sharing and on-demand transportation platforms like Uber and Lyft become incorporated into the public transport ecosystem (Lyons et al.). These platforms capture geospatial, behavioural, and reputational data from users and drivers during their interactions with the platform (Rosenblat and Stark; Attoh et al.). This generates additional value, and profits, for the platform itself with limited value returned to the user or the broader public it supports, outside of the transport service. It also places the platform in a position to gain wider access to the population and their data, by virtue of operating as a part of a public service. In this way the shadow of hierarchy may exacerbate inequity. The (dis)benefits of the shadow of hierarchy become unevenly spread amongst actors within its field, a function of an increased scalability that connects individuals into much broader assemblages of datafication. For Eubank, this can entrench existing economic and social inequalities by forcing those in need to engage with digitally mediated welfare systems that rely on distant and opaque computational judgements. Local services are subject to increased digital surveillance, a removal of agency from frontline advocates, and algorithmic judgement at scale. More fortunate citizens are also still at risk, with Nardi and Ekbia arguing that many digitally scaled relationships are examples of “heteromation”, whereby platforms convince actors in the platform to labour for free, such as through providing ratings which establish a platform’s reputational economy. Such labour fuels the operation of the platform through exploiting users, who become both a product/resource (as a source of data for third party advertisers) and a performer of unrewarded digital labour, such as through providing user reviews that help guide a platform’s algorithm(s). Both these examples represent a particularly disconcerting outcome for the shadow of hierarchy, which has its roots in public sector institutions who operate for a common good through shared and publicly held infrastructure. In shifting towards platforms, especially privately held platforms, value is transmitted to private corporations and not the public or the commons, as was the case with traditional infrastructure. The public also comes to own the risks attached to platforms if they become tied to public services, placing a further burden on the public if the platform fails, while reaping none of the profit and value generated through datafication. This is a poor bargain at best. (Non)Participation Scalability forms the basis for a further predicament: a changing socio-technical dynamic of (non)participation between individuals and services. According to Star (118), infrastructures are defined through their relationships to a given context. These relationships, which often exist as boundary objects between different communities, are “loosely structured in common use, and become tightly bound in particular locations” (Star, 118). While platforms are certainly boundary objects and relationally defined, the affordances of cloud computing have enabled a decoupling from physical location, and the operation of platforms across time and space through distributed digital nodes (smartphones, computers, and other localised hardware) and powerful algorithms that sort and process requests for service. This does not mean location is not important for the cloud (see Amoore, Cloud Geographies), but platforms are less likely to have a physically co-located presence in the same way traditional infrastructures had. Without the same institutional and infrastructural footprint, the modality for participating in and with the shadow of hierarchy that platforms cast becomes qualitatively different and predicated on digital intermediaries. Replacing a physical and human footprint with algorithmically supported and decentralised computing power allows scalability and some efficiency improvements, but it also removes taken-for-granted touchpoints for contestation and recourse. For example, ride-sharing platform Uber operates globally, and has expressed interest in operating in complement to (and perhaps in competition with) public transport services in some cities (Hall et al.; Conger). Given that Uber would come to operate as a part of the shadow of hierarchy that transport authorities cast over said cities, it would not be unreasonable to expect Uber to be subject to comparable advocacy, adjudication, transparency, and complaint-handling requirements. Unfortunately, it is unclear if this would be the case, with examples suggesting that Uber would use the scalability of its platform to avoid these mechanisms. This is revealed by ongoing legal action launched by concerned Uber drivers in the United Kingdom, who have sought access to the profiling data that Uber uses to manage and monitor its drivers (Sawers). The challenge has relied on transnational law (the European Union’s General Data Protection Regulation), with UK-based drivers lodging claims in Amsterdam to initiate the challenge. Such costly and complex actions are beyond the means of many, but demonstrate how reasonable participation in socio-technical and governance relationships (like contestations) might become limited, depending on how the shadow of hierarchy changes with the incorporation of platforms. Even if legal challenges for transparency are successful, they may not produce meaningful change. For instance, O’Neil links algorithmic bias to mathematical shortcomings in the variables used to measure the world; in the creation of irritational feedback loops based on incorrect data; and in the use of unsound data analysis techniques. These three factors contribute to inequitable digital metrics like predictive policing algorithms that disproportionately target racial minorities. Large amounts of selective data on minorities create myopic algorithms that direct police to target minorities, creating more selective data that reinforces the spurious model. These biases, however, are persistently inaccessible, and even when visible are often unintelligible to experts (Ananny and Crawford). The visibility of the technical “installed base” that support institutions and public services is therefore not a panacea, especially when the installed base (un)intentionally obfuscates participation in meaningful engagement like complaints handling. A negative outcome is, however, also not an inevitable thing. It is entirely possible to design platforms to allow individual users to scale up and have opportunities for enhanced participation. For instance, eGovernance and mobile governance literature have explored how citizens engage with state services at scale (Thomas and Streib; Foth et al.), and the open government movement has demonstrated the effectiveness of open data in understanding government operations (Barns; Janssen et al.), although these both have their challenges (Chadwick; Dawes). It is not a fantasy to imagine alternative configurations of the shadow of hierarchy that allow more participatory relationships. Open data could facilitate the governance of platforms at scale (Box et al.), where users are enfranchised into a platform by some form of membership right and given access to financial and governance records, in the same way that corporate shareholders are enfranchised, facilitated by the same app that provides a service. This could also be extended to decision making through voting and polling functions. Such a governance form would require radically different legal, business, and institutional structures to create and enforce this arrangement. Delacoix and Lawrence, for instance, suggest that data trusts, where a trustee is assigned legal and fiduciary responsibility to achieve maximum benefit for a specific group’s data, can be used to negotiate legal and governance relationships that meaningfully benefit the users of the trust. Trustees can be instructed to only share data to services whose algorithms are regularly audited for bias and provide datasets that are accurate representations of their users, for instance, avoiding erroneous proxies that disrupt algorithmic models. While these developments are in their infancy, it is not unreasonable to reflect on such endeavours now, as the technologies to achieve these are already in use. Conclusions There is a persistent myth that data will yield better, faster, more complete results in whatever field it is applied (Lee and Cook; Fourcade and Healy; Mayer-Schönberger and Cukier; Kitchin). This myth has led to data-driven assemblages, including artificial intelligence, platforms, surveillance, and other data-technologies, being deployed throughout social life. The public sector is no exception to this, but the deployment of any technological solution within the traditional institutions of the shadow of hierarchy is fraught with challenges, and often results in failure or unintended consequences (Henman). The complexity of these systems combined with time, budgetary, and political pressures can create a contested environment. It is this environment that moulds societies' light and resources to cast the shadow of hierarchy. Relationality within a shadow of hierarchy that reflects the complicated and competing interests of platforms is likely to present a range of unintended social consequences that are inherently emergent because they are entering into a complex system – society – that is extremely hard to model. The relational qualities of the shadow of hierarchy are therefore now more multidimensional and emergent, and experiences relating to socio-technical features like scale, and as a follow-on (non)participation, are evidence of this. Yet by being emergent, they are also directionless, a product of complex systems rather than designed and strategic intent. This is not an inherently bad thing, but given the potential for data-system and platforms to have negative or unintended consequences, it is worth considering whether remaining directionless is the best outcome. There are many examples of data-driven systems in healthcare (Obermeyer et al.), welfare (Eubanks; Henman and Marston), and economics (MacKenzie), having unintended and negative social consequences. Appropriately guiding the design and deployment of theses system also represents a growing body of knowledge and practical endeavour (Jirotka et al.; Stilgoe et al.). Armed with the knowledge of these social implications, constructing an appropriate social architecture (Box and Lemon; Box et al.) around the platforms and data systems that form the shadow of hierarchy should be encouraged. This social architecture should account for the affordances and emergent potentials of a complex social, institutional, economic, political, and technical environment, and should assist in guiding the shadow of hierarchy away from egregious challenges and towards meaningful opportunities. To be directionless is an opportunity to take a new direction. The intersection of platforms with public institutions and infrastructures has moulded society’s light into an evolving and emergent shadow of hierarchy over many domains. With the scale of the shadow changing, and shaping participation, who benefits and who loses out in the shadow of hierarchy is also changing. Equipped with insights into this change, we should not hesitate to shape this change, creating or preserving relationalities that offer the best outcomes. Defining, understanding, and practically implementing what the “best” outcome(s) are would be a valuable next step in this endeavour, and should prompt considerable discussion. If we wish the shadow of hierarchy to continue to be productive, then finding a social architecture to shape the emergence and directionlessness of socio-technical systems like platforms is an important step in the continued evolution of the shadow of hierarchy. Abstract:

At a time when a trip abroad was out of the reach of most women, even if they could not make the journey, Australian women could imagine “abroad” just by reading popular women’s magazines such as Woman (later Woman’s Day and Home then Woman’s Day) and The Australian Women’s Weekly, and journals, such as The Progressive Woman and The Housewife. Increasingly in the post-war period, these magazines and journals contained advertisem*nts for holidaying abroad, recipes for international foods and articles on overseas fashions. It was not unusual for local manufacturers, to use the lure of travel and exotic places as a way of marketing their goods. Healing Bicycles, for example, used the slogan “In Venice men go to work on Gondolas: In Australia it’s a Healing” (“Healing Cycles” 40), and Exotiq cosmetics featured landscapes of countries where Exotiq products had “captured the hearts of women who treasured their loveliness: Cincinnati, Milan, New York, Paris, Geneva and Budapest” (“Exotiq Cosmetics” 36).Unlike Homer’s Penelope, who stayed at home for twenty years waiting for Odysseus to return from the Trojan wars, women have always been on the move to the same extent as men. Their rich travel stories (Riggal, Haysom, Lancaster)—mostly written as letters and diaries—remain largely unpublished and their experiences are not part of the public record to the same extent as the travel stories of men. Ros Pesman argues that the women traveller’s voice was one of privilege and authority full of excitement and disbelief (Pesman 26). She notes that until well into the second part of the twentieth century, “the journey for Australian women to Europe was much more than a return to the sources of family identity and history” (19). It was also:a pilgrimage to the centres and sites of culture, literature and history and an encounter with “the real world.”Europe, and particularly London,was also the place of authority and reference for all those seeking accreditation and recognition, whether as real writers, real ladies or real politicians and statesmen. (19)This article is about two Australian writers; Helen Seager, a journalist employed by The Argus, a daily newspaper in Melbourne Australia, and Gwen Hughes, a graduate of Emily McPherson College of Domestic Economy in Melbourne, working in England as a lecturer, demonstrator and cookbook writer for Parkinsons’ Stove Company. Helen Seager travelled to England on an assignment for The Argus in 1950 and sent articles each day for publication in the women’s section of the newspaper. Gwen Hughes travelled extensively in the Balkans in the 1930s recording her impressions, observations, and recipes for traditional foods whilst working for Parkinsons in England. These women were neither returning to the homeland for an encounter with the real world, nor were they there as cultural tourists in the Cook’s Tour sense of the word. They were professional writers and their observations about the places they visited offer fresh and lively versions of England and Europe, its people, places, and customs.Helen SeagerAustralian Journalist Helen Seager (1901–1981) wrote a daily column, Good Morning Ma’am in the women’s pages of The Argus, from 1947 until shortly after her return from abroad in 1950. Seager wrote human interest stories, often about people of note (Golding), but with a twist; a Baroness who finds knitting exciting (Seager, “Baroness” 9) and ballet dancers backstage (Seager, “Ballet” 10). Much-loved by her mainly female readership, in May 1950 The Argus sent her to England where she would file a daily report of her travels. Whilst now we take travel for granted, Seager was sent abroad with letters of introduction from The Argus, stating that she was travelling on a special editorial assignment which included: a certificate signed by the Lord Mayor of The City of Melbourne, seeking that any courtesies be extended on her trip to England, the Continent, and America; a recommendation from the Consul General of France in Australia; and introductions from the Premier’s Department, the Premier of Victoria, and Austria’s representative in Australia. All noted the nature of her trip, her status as an esteemed reporter for a Melbourne newspaper, and requested that any courtesy possible to be made to her.This assignment was an indication that The Argus valued its women readers. Her expenses, and those of her ten-year-old daughter Harriet, who accompanied her, were covered by the newspaper. Her popularity with her readership is apparent by the enthusiastic tone of the editorial article covering her departure. Accompanied with a photograph of Seager and Harriet boarding the aeroplane, her many women readers were treated to their first ever picture of what she looked like:THOUSANDS of "Argus" readers, particularly those in the country, have wanted to know what Helen Seager looks like. Here she is, waving good-bye as she left on the first stage of a trip to England yesterday. She will be writing her bright “Good Morning, Ma'am” feature as she travels—giving her commentary on life abroad. (The Argus, “Goodbye” 1)Figure 1. Each day from now on she will report from London her lively impressions in an old land, which is delightfully new to her. (Seager, “From Helen” 3)Whilst some of her dispatches contain the impressions of the awestruck traveller, for the most they are exquisitely observed stories of the everyday and the ordinary, often about the seemingly most trivial of things, and give a colourful, colonial and egalitarian impression of the places that she visits. A West End hair-do is described, “as I walked into that posh looking establishment, full of Louis XV, gold ornateness to be received with bows from the waist by numerous satellites, my first reaction was to turn and bolt” (Seager, “West End” 3).When she visits Oxford’s literary establishments, she is, for this particular article, the awestruck Australian:In Oxford, you go around saying, soto voce and aloud, “Oh, ye dreaming spires of Oxford.” And Matthew Arnold comes alive again as a close personal friend.In a weekend, Ma’am, I have seen more of Oxford than lots of native Oxonians. I have stood and brooded over the spit in Christ Church College’s underground kitchens on which the oxen for Henry the Eighth were roasted.I have seen the Merton Library, oldest in Oxford, in which the chains that imprisoned the books are still to be seen, and have added by shoe scrape to the stone steps worn down by 500 years of walkers. I have walked the old churches, and I have been lost in wonder at the goodly virtues of the dead. And then, those names of Oxford! Holywell, Tom’s Quad, Friars’ Entry, and Long Wall. The gargoyles at Magdalen and the stones untouched by bombs or war’s destruction. It adds a new importance to human beings to know that once, if only, they too have walked and stood and stared. (Seager, “From Helen” 3)Her sense of wonder whilst in Oxford is, however, moderated by the practicalities of travel incorporated into the article. She continues to describe the warnings she was given, before her departure, of foreign travel that had her alarmed about loss and theft, and the care she took to avoid both. “It would have made you laugh, Ma’am, could you have seen the antics to protect personal property in the countries in transit” (Seager, “From Helen” 3).Her description of a trip to Blenheim Palace shows her sense of fun. She does not attempt to describe the palace or its contents, “Blenheim Palace is too vast and too like a great Government building to arouse much envy,” settling instead on a curiosity should there be a turn of events, “as I surged through its great halls with a good-tempered, jostling mob I couldn’t help wondering what those tired pale-faced guides would do if the mob mood changed and it started on an old-fashioned ransack.” Blenheim palace did not impress her as much as did the Sunday crowd at the palace:The only thing I really took a fancy to were the Venetian cradle, which was used during the infancy of the present Duke and a fine Savvonerie carpet in the same room. What I never wanted to see again was the rubbed-fur collar of the lady in front.Sunday’s crowd was typically English, Good tempered, and full of co*ckney wit, and, if you choose to take your pleasures in the mass, it is as good a company as any to be in. (Seager, “We Look” 3)In a description of Dublin and the Dubliners, Seager describes the food-laden shops: “Butchers’ shops leave little room for customers with their great meat carcasses hanging from every hook. … English visitors—and Dublin is awash with them—make an orgy of the cakes that ooze real cream, the pink and juicy hams, and the sweets that demand no points” (Seager, “English” 6). She reports on the humanity of Dublin and Dubliners, “Dublin has a charm that is deep-laid. It springs from the people themselves. Their courtesy is overlaid with a real interest in humanity. They walk and talk, these Dubliners, like Kings” (ibid.).In Paris she melds the ordinary with the noteworthy:I had always imagined that the outside of the Louvre was like and big art gallery. Now that I know it as a series of palaces with courtyards and gardens beyond description in the daytime, and last night, with its cleverly lighted fountains all aplay, its flags and coloured lights, I will never forget it.Just now, down in the street below, somebody is packing the boot of a car to go for, presumably, on a few days’ jaunt. There is one suitcase, maybe with clothes, and on the footpath 47 bottles of the most beautiful wines in the world. (Seager, “When” 3)She writes with a mix of awe and ordinary:My first glimpse of that exciting vista of the Arc de Triomphe in the distance, and the little bistros that I’ve always wanted to see, and all the delights of a new city, […] My first day in Paris, Ma’am, has not taken one whit from the glory that was London. (ibid.) Figure 2: Helen Seager in ParisIt is my belief that Helen Seager intended to do something with her writings abroad. The articles have been cut from The Argus and pasted onto sheets of paper. She has kept copies of the original reports filed whist she was away. The collection shows her insightful egalitarian eye and a sharp humour, a mix of awesome and commonplace.On Bastille Day in 1950, Seager wrote about the celebrations in Paris. Her article is one of exuberant enthusiasm. She writes joyfully about sirens screaming overhead, and people in the street, and looking from windows. Her article, published on 19 July, starts:Paris Ma’am is a magical city. I will never cease to be grateful that I arrived on a day when every thing went wrong, and watched it blossom before my eyes into a gayness that makes our Melbourne Cup gala seem funeral in comparison.Today is July 14.All places of business are closed for five days and only the places of amusem*nt await the world.Parisians are tireless in their celebrations.I went to sleep to the music of bands, dancing feet and singing voices, with the raucous but cheerful toots from motors splitting the night air onto atoms. (Seager, “When” 3)This article resonates uneasiness. How easily could those scenes of celebration on Bastille Day in 1950 be changed into the scenes of carnage on Bastille Day 2016, the cheerful toots of the motors transformed into cries of fear, the sirens in the sky from aeroplanes overhead into the sirens of ambulances and police vehicles, as a Mohamed Lahouaiej Bouhlel, as part of a terror attack drives a truck through crowds of people celebrating in Nice.Gwen HughesGwen Hughes graduated from Emily Macpherson College of Domestic Economy with a Diploma of Domestic Science, before she travelled to England to take up employment as senior lecturer and demonstrator of Parkinson’s England, a company that manufactured electric and gas stoves. Hughes wrote in her unpublished manuscript, Balkan Fever, that it was her idea of making ordinary cooking demonstration lessons dramatic and homelike that landed her the job in England (Hughes, Balkan 25-26).Her cookbook, Perfect Cooking, was produced to encourage housewives to enjoy cooking with their Parkinson’s modern cookers with the new Adjusto temperature control. The message she had to convey for Parkinsons was: “Cooking is a matter of putting the right ingredients together and cooking them at the right temperature to achieve a given result” (Hughes, Perfect 3). In reality, Hughes used this cookbook as a vehicle to share her interest in and love of Continental food, especially food from the Balkans where she travelled extensively in the 1930s.Recipes of Continental foods published in Perfect Cooking sit seamlessly alongside traditional British foods. The section on soup, for example, contains recipes for Borscht, a very good soup cooked by the peasants of Russia; Minestrone, an everyday Italian soup; Escudella, from Spain; and Cream of Spinach Soup from France (Perfect 22-23). Hughes devoted a whole chapter to recipes and descriptions of Continental foods labelled “Fascinating Foods From Far Countries,” showing her love and fascination with food and travel. She started this chapter with the observation:There is nearly as much excitement and romance, and, perhaps fear, about sampling a “foreign dish” for the “home stayer” as there is in actually being there for the more adventurous “home leaver”. Let us have a little have a little cruise safe within the comfort of our British homes. Let us try and taste the good things each country is famed for, all the while picturing the romantic setting of these dishes. (Hughes, Perfect 255)Through her recipes and descriptive passages, Hughes took housewives in England and Australia into the strange and wonderful kitchens of exotic women: Madame Darinka Jocanovic in Belgrade, Miss Anicka Zmelova in Prague, Madame Mrskosova at Benesova. These women taught her to make wonderful-sounding foods such as Apfel Strudel, Knedlikcy, Vanilla Kipfel and Christmas Stars. “Who would not enjoy the famous ‘Goose with Dumplings,’” she declares, “in the company of these gay, brave, thoughtful people with their romantic history, their gorgeously appareled peasants set in their richly picturesque scenery” (Perfect 255).It is Hughes’ unpublished manuscript Balkan Fever, written in Melbourne in 1943, to which I now turn. It is part of the Latrobe Heritage collection at the State Library of Victoria. Her manuscript was based on her extensive travels in the Balkans in the 1930s whilst she lived and worked in England, and it was, I suspect, her intention to seek publication.In her twenties, Hughes describes how she set off to the Balkans after meeting a fellow member of the Associated Country Women of the World (ACWW) at the Royal Yugoslav Legation. He was an expert on village life in the Balkans and advised her, that as a writer she would get more information from the local villagers than she would as a tourist. Hughes, who, before television gave cooking demonstrations on the radio, wrote, “I had been writing down recipes and putting them in books for years and of course the things one talks about over the air have to be written down first—that seemed fair enough” (Hughes, Balkan 25-26). There is nothing of the awestruck traveller in Hughes’ richly detailed observations of the people and the places that she visited. “Travelling in the Balkans is a very different affair from travelling in tourist-conscious countries where you just leave it to Cooks. You must either have unlimited time at your disposal, know the language or else have introductions that will enable the right arrangements to be made for you” (Balkan 2), she wrote. She was the experiential tourist, deeply immersed in her surroundings and recording food culture and society as it was.Hughes acknowledged that she was always drawn away from the cities to seek the real life of the people. “It’s to the country district you must go to find the real flavour of a country and the heart of its people—especially in the Balkans where such a large percentage of the population is agricultural” (Balkan 59). Her descriptions in Balkan Fever are a blend of geography, history, culture, national songs, folklore, national costumes, food, embroidery, and vivid observation of the everyday city life. She made little mention of stately homes or buildings. Her attitude to travel can be summed up in her own words:there are so many things to see and learn in the countries of the old world that, walking with eyes and mind wide open can be an immensely delightful pastime, even with no companion and nowhere to go. An hour or two spent in some unpretentious coffee house can be worth all the dinners at Quaglino’s or at The Ritz, if your companion is a good talker, a specialist in your subject, or knows something of the politics and the inner life of the country you are in. (Balkan 28)Rather than touring the grand cities, she was seduced by the market places with their abundance of food, colour, and action. Describing Sarajevo she wrote:On market day the main square is a blaze of colour and movement, the buyers no less colourful than the peasants who have come in from the farms around with their produce—cream cheese, eggs, chickens, fruit and vegetables. Handmade carpets hung up for sale against walls or from trees add their barbaric colour to the splendor of the scene. (Balkan 75)Markets she visited come to life through her vivid descriptions:Oh those markets, with the gorgeous colours, and heaped untidiness of the fruits and vegetables—paprika, those red and green peppers! Every kind of melon, grape and tomato contributing to the riot of colour. Then there were the fascinating peasant embroideries, laces and rich parts of old costumes brought in from the villages for sale. The lovely gay old embroideries were just laid out on a narrow carpet spread along the pavement or hung from a tree if one happened to be there. (Balkan 11)Perhaps it was her radio cooking shows that gave her the ability to make her descriptions sensorial and pictorial:We tasted luxurious foods, fish, chickens, fruits, wines, and liqueurs. All products of the country. Perfect ambrosial nectar of the gods. I was entirely seduced by the rose petal syrup, fragrant and aromatic, a red drink made from the petals of the darkest red roses. (Balkan 151)Ordinary places and everyday events are beautifully realised:We visited the cheese factory amongst other things. … It was curious to see in that far away spot such a quantity of neatly arranged cheeses in the curing chamber, being prepared for export, and in another room the primitive looking round balls of creamed cheese suspended from rafters. Later we saw trains of pack horses going over the mountains, and these were probably the bearers of these cheeses to Bitolj or Skoplje, whence they would be consigned further for export. (Balkan 182)ConclusionReading Seager and Hughes, one cannot help but be swept along on their travels and take part in their journeys. What is clear, is that they were inspired by their work, which is reflected in the way they wrote about the places they visited. Both sought out people and places that were, as Hughes so vividly puts it, not part of the Cook’s Tour. They travelled with their eyes wide open for experiences that were both new and normal, making their writing relevant even today. Written in Paris on Bastille Day 1950, Seager’s Bastille Day article is poignant when compared to Bastille Day in France in 2016. Hughes’s descriptions of Sarajevo are a far cry from the scenes of destruction in that city between 1992 and 1995. The travel writing of these two women offers us vivid impressions and images of the often unreported events, places, daily lives, and industry of the ordinary and the then every day, and remind us that the more things change, the more they stay the same.Pesman writes, “women have always been on the move and Australian women have been as numerous as passengers on the outbound ships as have men” (20), but the records of their travels seldom appear on the public record. Whilst their work-related writings are part of the public record (see Haysom; Lancaster; Riggal), this body of women’s travel writing has not received the attention it deserves. Hughes’ cookbooks, with their traditional Eastern European recipes and evocative descriptions of people and kitchens, are only there for the researcher who knows that cookbooks are a trove of valuable social and cultural material. Abstract:

In 1996, the iconoclastic economist John Kenneth Galbraith wrote a manifesto, The Good Society, that elaborated his vision for what societal excellence and goodness should amount to. Though nearly 96, Galbraith was still a rabble-rouser, and he castigated the powers that be in the United States for propping up a “democracy of the fortunate” (8). To Galbraith, those who engaged in electoral politics, win or lose on any specific issue, tended to have all the social and economic advantages, while the less well off were deliberately marginalised by ‘the system.’ He lamented that “money, voice and political activism are now extensively controlled by the affluent, very affluent, and business interests" (140), making of the political sphere an "unequal contest" (8).To make democracy American style more inclusive, Galbraith called for “a coalition of the concerned and the compassionate and those now outside the political system” (143), so that all citizens had optimal prospects for enjoying “personal liberty, basic well-being, social and ethnic equality, the opportunity for a rewarding life" (4). Have inroads been made, in the nearly 15 years since first publication of The Good Society, in making come true Galbraith’s version of a good society? If not, how might such a coalition be achieved? What would it look like? Who among Americans would constitute the concerned, compassionate outsiders that would make such a coalition authentically ‘Galbraithian’? A Coalition on the MoveWhat about MoveOn.org? A progressive public advocacy group founded in 1998, MoveOn.org, according to Lelia Green in The Internet, is “an important indicator of the potential for bringing together communities of like-minded individuals” (139). Green singles out MoveOn.org as particularly pivotal in galvanising support for Barack Obama’s presidency (139). The New York Times describes MoveOn.org as “a bottom-up organization that has inserted itself into the political process in ways large and small” (Janofsky and Lee). Indeed, it represents “the next evolutionary change in American politics, a move away from one-way tools of influence like television commercials and talk radio to interactive dialogue, offering everyday people a voice in a process that once seemed beyond their reach.” MoveOn.org has expertly utilised the Internet to mobilise its members “to sign online petitions, organize street demonstrations and donate money to run political advertisem*nts”. Green considers MoveOn.org one of today’s standout “coalitions of interests and political agendas”, “extraordinary” in its ability to “use websites and email lists to build communities around a shared passion” (139). In 2008, its 4.2 million members were at the vortex of a “dynamic that tipped the balance in favour of a more radical agenda with the election of President Barack Obama in 2008” (139). Galbraith, for one, would certainly agree with MoveOn.org’s politics, and likely would claim that their radical agenda is a compassionate and encompassing one that effectively addresses the concerns of everyday citizens. Yet the fact is that millions of disaffected Americans are not liberals, and so are not in sync with MoveOn.org’s interests and agendas, such as its firm insistence that a ‘public option’ is the best way to bring about meaningful health care reform, and its demand that all U.S. troops be immediately withdrawn from Iraq and Afghanistan. Tea Anyone?Another sort of coalition filled the void created by MoveOn.org. Enter the Tea Party. A movement that has been every bit as effective in its way in inspiring once-jaded ordinary citizens to coalesce around a set of interests and agendas – albeit, at least in principal if not necessarily in actual practice, of a professed libertarian strain – the Tea Party got underway in the waning days of the second presidential term of George W. Bush. It started out as a one-issue protest group voicing umbrage over the proposed economic stimulus plan, which it considered an unconstitutional subsidy. After Barack Obama became president, the Tea Party burgeoned into a much more influential movement that now professes to be a grassroots citizens’ watchdog for all unconstitutional activities (or what it deems to be such) on the part of the federal government. A New York Times article notes that many of its members are victims of the economic downturn; they “had lost their jobs, or perhaps watched their homes plummet in value, and they found common cause in the Tea Party’s fight for lower taxes and smaller government” (Zernike). Its members are akin to the millions of middle class Americans who lost their livelihoods during the Great Depression of the 1930s, an unparalleled economic downturn that eventually “mobilized many middle-class people who had fallen on hard times” to join forces in order to have an effective political voice. But those during the Great Depression who were aroused to political consciousness “tended to push for more government involvement”; in contrast, the Tea Party is a coalition that “vehemently wants less”. While Galbraith depicted the Republican Party of his time as “avowedly on the side of the fortunate” (141), the majority of today’s Tea Party members align themselves with the Republican Party, yet they are by no means principally made up of "the fortunate." Erick Erickson, a prominent Tea Party spokesman and a television commentator for the CNN news channel, blogs on Redstate.com that the Tea Party “has gotten a lot of people off the sidelines and into the political arena...” Erickson further contends that the Tea Party has “brought together a lot of likeminded citizens who thought they were alone in the world. They realized that not only were they not alone, but there were millions of others just as concerned.” Galbraithian Coalitions?Do MoveOn.org and Tea Party constitute Galbraithian-type coalitions, each in its own right? Both have inspired millions of once-disenchanted common citizens to come together around common political concerns and become a force to be reckoned with in electoral politics. As such, each has served as an effective counterweight against the money, voice and political activism of the very affluent. While Galbraith would probably have as much disdain for the Tea Party as he would have praise for MoveOn.org, the fact is that both groups have seen to it that an increasing number of regular Americans whose concerns had been ignored in the political arena now have to be reckoned with. But this is by no means where their commonality ends. Above and beyond the fact that both are comprised of millions who had been political outsiders, each has a decided anti-establishmentarian strain, along with a professed sense of alienation from and disdain for "politics as usual" and an impassioned belief in the right to self-government (though they differ on what this right amounts to). Moreover, both consider themselves grassroots-driven, and harbor anathema for professional lobbying organisations, which both regularly criticize for their undue political influence. Even though the two groups usually differ to the nth degree when it comes to those solutions they believe would effectively remedy the most pressing public problems in the U.S., they nonetheless share the conviction that one must initially focus one’s efforts at the local level if one is eventually to have the greatest impact on political decision-making on a national scale. The two groups came of age during the Internet revolution – indeed, it would have been impossible for their like-minded members to have found one another and coalesced so quickly and in such great numbers without the Internet – and they utilise the Internet as the principal tool for spurring concerted activism at the local level among their members. One can consider their shared approach Deweyan, in that Dewey maintained that genuinely democratic community, “in its deepest and richest sense, must always remain a matter of face-to-face intercourse” (367). Yet the two groups’ legion differences prevent them from engaging in meaningful face-to-face exchanges with one another. While the prospect of cultivating linkages between Tea Party and MoveOn.org are remote for the foreseeable future, it might nonetheless be seen as a promising development that some rank and file Tea Party acolytes do at least recognise that they must not identify solely with the Republican Party, lest they discourage potential recruits from rallying around their cause. For instance, one warns fellow members on the Redstate.com blog to be wary of casting their lot with Republicans, “because it would drive away the Democrats and Independents”. He actually uses Galbraith’s coinage in describing the Tea Party: “This movement is a coalition of the concerned, not a Republican outreach program.” Indeed, contrary to popular belief, the Tea Party is not, as a whole, on the conservative fringe (though it does often seem that those members who are given the most attention by the mainstream media are the fringe element, particularly the breakaway Tea Party Express). A Gallup Poll reveals that fully 17 percent of all Americans of voting age identify themselves as affiliated with the Tea Party; and while a majority have Republican leanings, fully 45 percent of all Tea Party members claimed they were either Democrats (17 percent) or independents (28 percent). To Tea Party leader Erick Erickson, the paramount challenge today for the Tea Party is for it to transform itself into a greater umbrella coalition, since the “issues and advocacy within the tea party movement are issues that resonate with the majority of Americans.” After all, he asserts, the Tea Party’s is “a very American cause — the first amendment right to protest, petition, and speak up.” While an expansion of its coalition does not in any way make it incumbent for the Tea Party to find common cause with MoveOn.org, can the claim nonetheless be legitimately made – utilising Erickson’s own criteria – that MoveOn.org’s is equally a very American cause? Christopher Hayes points out in an essay in The Nation that most of MoveOn.org’s members, as with the Tea Party’s, are “not inclined to protest,” but their “rising unease with the direction of the country has led to a new political consciousness.” Hayes could just as well be speaking of the Tea Party when he describes MoveOn.org’s members as made up mostly of “citizens angered, upset and disappointed with their government but [who were] unsure how to channel those sentiments.” For such citizens, MoveOn.org “provides simple, discrete actions: sign this petition, donate money to run this ad, show up at this vigil.” This is convincing evidence that MoveOn.org’s is also “a very American cause”, by the very benchmarks set forth by Erickson. A ‘Higher Coalition’?But is this in any way akin to a demonstrable sign that these unlikeliest of political bedfellows might be inspired at some future point to see themselves as part of a ‘higher coalition’ — one of the unlikeminded, that celebrates difference? Might a critical mass in both movements ever deem it a boon to coalesce around the cause of democratic pluralism? As things stand, neither side embraces such pluralism. Rather, one other attribute they share pervasively is dogmatism: both are convinced that their respective political sensibilities are beyond reproach. As a consequence, over the shorter term, neither group is likely to shed its brand of dogmatism and supplant it with an openness or receptivity to new, much less opposing, points of view. So, for instance, even as the Tea Party seeks to expand its fold, it is no more inclined to change its ideology-based stances on the issues than is MoveOn.org. For the time being, each group not only is entrenched in its own collective political mindset, but each coalesces around a demonstrated antipathy towards alternative approaches to public problem-solving. Is there any remotely plausible scenario by which the members of MoveOn.org and Tea Party might eventually come not just to tolerate their differences but to extol them? One other key Galbraithian element that those comprising an ideal coalition in a democracy must possess is compassion. For members of any coalition to cultivate compassion, they must first, or concomitantly, inculcate empathy, which is typically considered either a precursor to compassion or, along with understanding, a vital component of it. Henning Melber, Executive Director of the Dag Hammarskjold Foundation, and Reinhard Kössler maintain that “(w)hile empathy does not automatically translate into solidarity (nor into ethical behaviour), it can serve as a compass” for doing so, and can lead to a Galbraithian “coalition of the concerned and aware”(37). Such empathy is “a prerequisite for the ability to listen to one another and for permissiveness and openness towards ‘otherness’, and further, can only be born out of a sense of shared suffering” (37). To the authors, it isn’t just that “(s)uffering in its variety of forms requires empathy and solidarity by all,” but that it necessarily “transcends a politically correct ideology” (37). Millions in both the Tea Party and MoveOn.org long suffered from being a mere afterthought to the political establishment, both of them impacted by policies that they are convinced exacerbated rather than ameliorated their woes. But they have shown few if any indications of a willingness to transcend a politically correct ideology. For this to come about, it would, as Melber and Kössler maintain, require “hard, sustained, and imaginative work” (33). How might this come to pass? Greg Anderson, in The Athenian Experiment: Building an Imagined Political Community in Ancient Attica, 508-490 B.C., points to ancient Athens as a paradigmatic example of a society that undertook the hard imaginative work needed to develop the types of mediated connections that over time created a sense of shared belonging to a democratic community. “The process of transformation” in Attica, he argues, is “best understood as a bold exercise in social engineering, an experiment designed to bring together the diverse and far-flung inhabitants of an entire region and forge them into a single, self-governing political community of like-minded individuals” (5). While those males of sufficient socioeconomic distinction who were privileged enough to be citizens in the West’s first experiment in democracy were indeed like-minded, prising a self-governing political community, they were not single-minded; rather, those in the twelve dispersed tribes throughout Attica who coalesced to form a self-governing community apparently thrived on the free exchange and consideration of a wide range of ideas. They held that greater insights emerged only when a variety of views were subjected to scrutiny in the public sphere. Paul Woodruff notes in First Democracy that each Athenian was “given a share of the ability to be citizens, and that ability is understood both as a pair of virtues and as a kind of citizen wisdom.” Governing in this way was based on the shared view that “it is a natural part of being human to know enough to help govern your community” (149). Neither Tea Party nor MoveOn.org followers at present have this shared view on any semblance of a broad scale; rather, each betrays the sensibility that each ‘knows better’. As a consequence, any efforts at expanding their respective folds clearly do not include making overtures (or even extending olive branches) to one another. Even so, as impossibly optimistic as it might seem under current circ*mstances, I believe eventually they might come to see themselves as part of a greater or higher coalition – one serving the overriding cause of democracy itself – over the much longer term. But for this to become a reality, each group will first have to suffer some more. One other commonality they demonstrate is the power of grassroots activism – and the decided limitations. My hunch is that just as MoveOn.org’s progressives came to feel betrayed when Obama abandoned the liberal agenda of his presidential campaign to engage in political compromise and accommodation, Tea Party activists will come to find that their own expectations for political change will be equally stymied. In the 2010 elections, the Tea Party was a kingmaker in electoral politics, giving Republicans a decisive majority in Congress in the 2010 elections. But I suspect that those candidates the Tea Party supported will eventually resort to the practice of “politics as usual,” largely departing from the Tea Party agenda, in order to accomplish anything in Washington or become irrelevant in the existing system – a system long dominated by two political parties interested above and beyond all else in perpetuating their shared stranglehold on political power, and each equally beholden to corporate America for the contributions to their coffers that enable them to sustain this. If this scenario plays out, then at least some Tea Party activists might plausibly arrive at the unsettling conclusion that their suffering in the political arena is remarkably similar to that experienced by MoveOn.org’s cadre of concerned citizens who catapulted Obama into the office in the land, only to have most of their principal concerns neglected or dismissed, lost in the seamy world of back-room political deal-making. There is another possible scenario: What if either MoveOn.org or Tea Party becomes such an overwhelming force in politics that the other is attenuated, its members relegated once again to the fringe? If this occurred, the public sphere in the United States would be missing a vital dimension that has been part of its makeup since its founding days. For as Joseph Ellis, the Pulitzer Prize-winning historian, points out: the achievement of the revolutionary generation was a collective enterprise that succeeded because of the diversity of personalities and ideologies present in the mix. Their interactions and juxtapositions generated a dynamic form of balance and equilibrium, not because any of them was perfect or infallible, but because their mutual imperfections and fallibilities, as well as their eccentricities and excesses, checked each other… . (17) At the United States’s beginnings, the ties that bound those who revolted against Britain were forged despite their unbridgeable chasms of ideology; their “differing postures toward the twin goals of freedom and equality” were “not resolved so much as built into the fabric of our national identity” (16). Even or especially as irreconcilable differences prompted early Americans to continue waging a battle of ideas in the political trenches, Thomas Jefferson, for one, believed they were all (or nearly all) “constitutionally and conscientiously democrats” (185). Extrapolating from this, one can posit that MoveOn.org and Tea Party, regardless of whether they choose to acknowledge it, are in tandem a modern-day manifestation of the original American coalition. If they could be inspired to see that each is an important player in furthering the democratic experiment as singularly practiced in the U.S., they just might come to care more for one another. Abstract:

Ubiquitous in airports, border checkpoints, and other securitised spaces throughout the world, full-body imaging scanners claim to read bodies in order to identify if they pose security threats. Millimetre-wave body imaging machines—the most common type of body scanner—display to the operating security agent a screen with a generic body outline. If an anomaly is found or if an individual does not align with the machine’s understanding of an “average” body, a small box is highlighted and placed around the “problem” area, prompting further inspection in the form of pat-downs or questioning. In this complex security regime governed by such biometric, body-based technologies, it could be argued that nonalignment with bodily normativity as well as an attendant failure to reveal oneself—to become “transparent” (Hall 295)—marks a body as dangerous. As these algorithmic technologies become more pervasive, so too does the imperative to critically examine their purported neutrality and operative logic of revelation and readability.Biometric technologies are marketed as excavators of truth, with their optic potency claiming to demask masquerading bodies. Failure and bias are, however, an inescapable aspect of such technologies that work with narrow parameters of human morphology. Indeed, surveillance technologies have been taken to task for their inherent racial and gender biases (Browne; Pugliese). Facial recognition has, for example, been critiqued for its inability to read darker skin tones (Buolamwini and Gebru), while body scanners have been shown to target transgender bodies (Keyes; Magnet and Rodgers; Quinan). Critical security studies scholar Shoshana Magnet argues that error is endemic to the technological functioning of biometrics, particularly since they operate according to the faulty notion that bodies are “stable” and unchanging repositories of information that can be reified into code (Magnet 2).Although body scanners are presented as being able to reliably expose concealed weapons, they are riddled with incompetencies that misidentify and over-select certain demographics as suspect. Full-body scanners have, for example, caused considerable difficulties for transgender travellers, breast cancer patients, and people who use prosthetics, such as artificial limbs, colonoscopy bags, binders, or prosthetic genitalia (Clarkson; Quinan; Spalding). While it is not in the scope of this article to detail the workings of body imaging technologies and their inconsistencies, a growing body of scholarship has substantiated the claim that these machines unfairly impact those identifying as transgender and non-binary (see, e.g., Beauchamp; Currah and Mulqueen; Magnet and Rogers; Sjoberg). Moreover, they are constructed according to a logic of binary gender: before each person enters the scanner, transportation security officers must make a quick assessment of their gender/sex by pressing either a blue (corresponding to “male”) or pink (corresponding to “female”) button. In this sense, biometric, computerised security systems control and monitor the boundaries between male and female.The ability to “reveal” oneself is henceforth predicated on having a body free of “abnormalities” and fitting neatly into one of the two sex categorisations that the machine demands. Transgender and gender-nonconforming individuals, particularly those who do not have a binary gender presentation or whose presentation does not correspond to the sex marker in their documentation, also face difficulties if the machine flags anomalies (Quinan and Bresser). Drawing on a Foucauldian analysis of power as productive, Toby Beauchamp similarly illustrates how surveillance technologies not only identify but also create and reshape the figure of the dangerous subject in relation to normative configurations of gender, race, and able-bodiedness. By mobilizing narratives of concealment and disguise, heightened security measures frame gender nonconformity as dangerous (Beauchamp, Going Stealth). Although national and supranational authorities market biometric scanning technologies as scientifically neutral and exact methods of identification and verification and as an infallible solution to security risks, such tools of surveillance are clearly shaped by preconceptions and prejudgements about race, gender, and bodily normativity. Not only are they encoded with “prototypical whiteness” (Browne) but they are also built on “grossly stereotypical” configurations of gender (Clarkson).Amongst this increasingly securitised landscape, creative forms of artistic resistance can offer up a means of subverting discriminatory policing and surveillance practices by posing alternate visualisations that reveal and challenge their supposed objectivity. In his 2018 audio-video artwork installation entitled SANCTUM, UK-based American artist Zach Blas delves into how biometric technologies, like those described above, both reveal and (re)shape ontology by utilising the affectual resonance of sexual submission. Evoking the contradictory notions of oppression and pleasure, Blas describes SANCTUM as “a mystical environment that perverts sex dungeons with the apparatuses and procedures of airport body scans, biometric analysis, and predictive policing” (see full description at https://zachblas.info/works/sanctum/).Depicting generic mannequins that stand in for the digitalised rendering of the human forms that pass through body scanners, the installation transports the scanners out of the airport and into a queer environment that collapses sex, security, and weaponry; an environment that is “at once a prison-house of algorithmic capture, a sex dungeon with no genitals, a weapons factory, and a temple to security.” This artistic reframing gestures towards full-body scanning technology’s germination in the military, prisons, and other disciplinary systems, highlighting how its development and use has originated from punitive—rather than protective—contexts.In what follows, we adopt a methodological approach that applies visual analysis and close reading to scrutinise a selection of scenes from SANCTUM that underscore the sadomasoch*stic power inherent in surveillance technologies. Analysing visual and aural elements of the artistic intervention allows us to complicate the relationship between transparency and recognition and to problematise the dynamic of mandatory complicity and revelation that body scanners warrant. In contrast to a discourse of visibility that characterises algorithmically driven surveillance technology, Blas suggests opacity as a resistance strategy to biometrics' standardisation of identity. Taking an approach informed by critical security studies and queer theory, we also argue that SANCTUM highlights the violence inherent to the practice of reducing the body to a flat, inert surface that purports to align with some sort of “core” identity, a notion that contradicts feminist and queer approaches to identity and corporeality as fluid and changing. In close reading this artistic installation alongside emerging scholarship on the discriminatory effects of biometric technology, this article aims to highlight the potential of art to queer the supposed objectivity and neutrality of biometric surveillance and to critically challenge normative logics of revelation and readability.Corporeal Fetishism and Body HorrorThroughout both his artistic practice and scholarly work, Blas has been critical of the above narrative of biometrics as objective extractors of information. Rather than looking to dominant forms of representation as a means for recognition and social change, Blas’s work asks that we strive for creative techniques that precisely queer biometric and legal systems in order to make oneself unaccounted for. For him, “transparency, visibility, and representation to the state should be used tactically, they are never the end goal for a transformative politics but are, ultimately, a trap” (Blas and Gaboury 158). While we would simultaneously argue that invisibility is itself a privilege that is unevenly distributed, his creative work attempts to refuse a politics of visibility and to embrace an “informatic opacity” that is attuned to differences in bodies and identities (Blas).In particular, Blas’s artistic interventions titled Facial Weaponization Suite (2011-14) and Face Cages (2013-16) protest against biometric recognition and the inequalities that these technologies propagate by making masks and wearable metal objects that cannot be detected as human faces. This artistic-activist project contests biometric facial recognition and their attendant inequalities by, as detailed on the artist’s website,making ‘collective masks’ in workshops that are modelled from the aggregated facial data of participants, resulting in amorphous masks that cannot be detected as human faces by biometric facial recognition technologies. The masks are used for public interventions and performances.One mask explores blackness and the racist implications that undergird biometric technologies’ inability to detect dark skin. Meanwhile another mask, which he calls the “fa*g Face Mask”, points to the heteronormative underpinnings of facial recognition. Created from the aggregated facial data of queer men, this amorphous pink mask implicitly references—and contests—scientific studies that have attempted to link the identification of sexual orientation through rapid facial recognition techniques.Building on this body of creative work that has advocated for opacity as a tool of social and political transformation, SANCTUM resists the revelatory impulses of biometric technology by turning to the use and abuse of full-body imaging. The installation opens with a shot of a large, dark industrial space. At the far end of a red, spotlighted corridor, a black mask flickers on a screen. A shimmering, oscillating sound reverberates—the opening bars of a techno track—that breaks down in rhythm while the mask evaporates into a cloud of smoke. The camera swivels, and a white figure—the generic mannequin of the body scanner screen—is pummelled by invisible forces as if in a wind tunnel. These ghostly silhouettes appear and reappear in different positions, with some being whipped and others stretched and penetrated by a steel anal hook. Rather than conjuring a traditional horror trope of the body’s terrifying, bloody interior, SANCTUM evokes a new kind of feared and fetishized trope that is endemic to the current era of surveillance capitalism: the abstracted body, standardised and datafied, created through the supposedly objective and efficient gaze of AI-driven machinery.Resting on the floor in front of the ominous animated mask are neon fragments arranged in an occultist formation—hands or half a face. By breaking the body down into component parts— “from retina to fingerprints”—biometric technologies “purport to make individual bodies endlessly replicable, segmentable and transmissible in the transnational spaces of global capital” (Magnet 8). The notion that bodies can be seamlessly turned into blueprints extracted from biological and cultural contexts has been described by Donna Haraway as “corporeal fetishism” (Haraway, Modest). In the context of SANCTUM, Blas illustrates the dangers of mistaking a model for a “concrete entity” (Haraway, “Situated” 147). Indeed, the digital cartography of the generic mannequin becomes no longer a mode of representation but instead a technoscientific truth.Several scenes in SANCTUM also illustrate a process whereby substances are extracted from the mannequins and used as tools to enact violence. In one such instance, a silver webbing is generated over a kneeling figure. Upon closer inspection, this geometric structure, which is reminiscent of Blas’s earlier Face Cages project, is a replication of the triangulated patterns produced by facial recognition software in its mapping of distance between eyes, nose, and mouth. In the next scene, this “map” breaks apart into singular shapes that float and transform into a metallic whip, before eventually reconstituting themselves as a penetrative douche hose that causes the mannequin to spasm and vomit a pixelated liquid. Its secretions levitate and become the webbing, and then the sequence begins anew.In another scene, a mannequin is held upside-down and force-fed a bubbling liquid that is being pumped through tubes from its arms, legs, and stomach. These depictions visualise Magnet’s argument that biometric renderings of bodies are understood not to be “tropic” or “historically specific” but are instead presented as “plumbing individual depths in order to extract core identity” (5). In this sense, this visual representation calls to mind biometrics’ reification of body and identity, obfuscating what Haraway would describe as the “situatedness of knowledge”. Blas’s work, however, forces a critique of these very systems, as the materials extracted from the bodies of the mannequins in SANCTUM allude to how biometric cartographies drawn from travellers are utilised to justify detainment. These security technologies employ what Magnet has referred to as “surveillant scopophilia,” that is, new ways and forms of looking at the human body “disassembled into component parts while simultaneously working to assuage individual anxieties about safety and security through the promise of surveillance” (17). The transparent body—the body that can submit and reveal itself—is ironically represented by the distinctly genderless translucent mannequins. Although the generic mannequins are seemingly blank slates, the installation simultaneously forces a conversation about the ways in which biometrics draw upon and perpetuate assumptions about gender, race, and sexuality.Biometric SubjugationOn her 2016 critically acclaimed album HOPELESSNESS, openly transgender singer, composer, and visual artist Anohni performs a deviant subjectivity that highlights the above dynamics that mark the contemporary surveillance discourse. To an imagined “daddy” technocrat, she sings:Watch me… I know you love me'Cause you're always watching me'Case I'm involved in evil'Case I'm involved in terrorism'Case I'm involved in child molestersEvoking a queer sexual frisson, Anohni describes how, as a trans woman, she is hyper-visible to state institutions. She narrates a voyeuristic relation where trans bodies are policed as threats to public safety rather than protected from systemic discrimination. Through the seemingly benevolent “daddy” character and the play on ‘cause (i.e., because) and ‘case (i.e., in case), she highlights how gender-nonconforming individuals are predictively surveilled and assumed to already be guilty. Reflecting on daddy-boy sexual paradigms, Jack Halberstam reads the “sideways” relations of queer practices as an enactment of “rupture as substitution” to create a new project that “holds on to vestiges of the old but distorts” (226). Upending power and control, queer art has the capacity to both reveal and undermine hegemonic structures while simultaneously allowing for the distortion of the old to create something new.Employing the sublimatory relations of bondage, discipline, sadism, and masochism (BDSM), Blas’s queer installation similarly creates a sideways representation that re-orientates the logic of the biometric scanners, thereby unveiling the always already sexualised relations of scrutiny and interrogation as well as the submissive complicity they demand. Replacing the airport environment with a dark and foreboding mise-en-scène allows Blas to focus on capture rather than mobility, highlighting the ways in which border checkpoints (including those instantiated by the airport) encourage free travel for some while foreclosing movement for others. Building on Sara Ahmed’s “phenomenology of being stopped”, Magnet considers what happens when we turn our gaze to those “who fail to pass the checkpoint” (107). In SANCTUM, the same actions are played out again and again on spectral beings who are trapped in various states: they shudder in cages, are chained to the floor, or are projected against the parameters of mounted screens. One ghostly figure, for instance, lies pinned down by metallic grappling hooks, arms raised above the head in a recognisable stance of surrender, conjuring up the now-familiar image of a traveller standing in the cylindrical scanner machine, waiting to be screened. In portraying this extended moment of immobility, Blas lays bare the deep contradictions in the rhetoric of “freedom of movement” that underlies such spaces.On a global level, media reporting, scientific studies, and policy documents proclaim that biometrics are essential to ensuring personal safety and national security. Within the public imagination, these technologies become seductive because of their marked ability to identify terrorist attackers—to reveal threatening bodies—thereby appealing to the anxious citizen’s fear of the disguised suicide bomber. Yet for marginalised identities prefigured as criminal or deceptive—including transgender and black and brown bodies—the inability to perform such acts of revelation via submission to screening can result in humiliation and further discrimination, public shaming, and even tortuous inquiry – acts that are played out in SANCTUM.Masked GenitalsFeminist surveillance studies scholar Rachel Hall has referred to the impetus for revelation in the post-9/11 era as a desire for a universal “aesthetics of transparency” in which the world and the body is turned inside-out so that there are no longer “secrets or interiors … in which terrorists or terrorist threats might find refuge” (127). Hall takes up the case study of Umar Farouk Abdulmutallab (infamously known as “the Underwear Bomber”) who attempted to detonate plastic explosives hidden in his underwear while onboard a flight from Amsterdam to Detroit on 25 December 2009. Hall argues that this event signified a coalescence of fears surrounding bodies of colour, genitalia, and terrorism. News reports following the incident stated that Abdulmutallab tucked his penis to make room for the explosive, thereby “queer[ing] the aspiring terrorist by indirectly referencing his willingness … to make room for a substitute phallus” (Hall 289). Overtly manifested in the Underwear Bomber incident is also a desire to voyeuristically expose a hidden, threatening interiority, which is inherently implicated with anxieties surrounding gender deviance. Beauchamp elaborates on how gender deviance and transgression have coalesced with terrorism, which was exemplified in the wake of the 9/11 attacks when the United States Department of Homeland Security issued a memo that male terrorists “may dress as females in order to discourage scrutiny” (“Artful” 359). Although this advisory did not explicitly reference transgender populations, it linked “deviant” gender presentation—to which we could also add Abdulmutallab’s tucking of his penis—with threats to national security (Beauchamp, Going Stealth). This also calls to mind a broader discussion of the ways in which genitalia feature in the screening process. Prior to the introduction of millimetre-wave body scanning technology, the most common form of scanner used was the backscatter imaging machine, which displayed “naked” body images of each passenger to the security agent. Due to privacy concerns, these machines were replaced by the scanners currently in place which use a generic outline of a passenger (exemplified in SANCTUM) to detect possible threats.It is here worth returning to Blas’s installation, as it also implicitly critiques the security protocols that attempt to reveal genitalia as both threatening and as evidence of an inner truth about a body. At one moment in the installation a bayonet-like object pierces the blank crotch of the mannequin, shattering it into holographic fragments. The apparent genderlessness of the mannequins is contrasted with these graphic sexual acts. The penetrating metallic instrument that breaks into the loin of the mannequin, combined with the camera shot that slowly zooms in on this action, draws attention to a surveillant fascination with genitalia and revelation. As Nicholas L. Clarkson documents in his analysis of airport security protocols governing prostheses, including limbs and packies (silicone penis prostheses), genitals are a central component of the screening process. While it is stipulated that physical searches should not require travellers to remove items of clothing, such as underwear, or to expose their genitals to staff for inspection, prosthetics are routinely screened and examined. This practice can create tensions for trans or disabled passengers with prosthetics in so-called “sensitive” areas, particularly as guidelines for security measures are often implemented by airport staff who are not properly trained in transgender-sensitive protocols.ConclusionAccording to media technologies scholar Jeremy Packer, “rather than being treated as one to be protected from an exterior force and one’s self, the citizen is now treated as an always potential threat, a becoming bomb” (382). Although this technological policing impacts all who are subjected to security regimes (which is to say, everyone), this amalgamation of body and bomb has exacerbated the ways in which bodies socially coded as threatening or deceptive are targeted by security and surveillance regimes. Nonetheless, others have argued that the use of invasive forms of surveillance can be justified by the state as an exchange: that citizens should willingly give up their right to privacy in exchange for safety (Monahan 1). Rather than subscribing to this paradigm, Blas’ SANCTUM critiques the violence of mandatory complicity in this “trade-off” narrative. Because their operationalisation rests on normative notions of embodiment that are governed by preconceptions around gender, race, sexuality and ability, surveillance systems demand that bodies become transparent. This disproportionally affects those whose bodies do not match norms, with trans and queer bodies often becoming unreadable (Kafer and Grinberg).
